The samples of this study were administrators, special education teachers, and children teachers in a total of 461 primary schools in the Eastern Bangkok group, academic year 2017, which were selected by multi-stage random sampling. The samples were collected by interview forms and questionnaires with 5 rating scales. The data were analyzed using content analysis and descriptive statistics such as frequency, percentage, mean, and standard deviation. The results of the research revealed that 1) the problems of the total learning management were carried out in 5 aspects, with 4 levels having a high level of practice, namely management. Teachers teaching and learning and the place media and facilities.
