As a result, it paves the way to determine the political relationship which consequently affected the rural.&nbsp; Such mechanism contributes to build up the political cultures in forms of people participation by acknowledging and exercising the political power in order to expand the people participation to the government organization corresponding to the various Act to clearly identify people participation. This manner could be regarded as the allocation of political benefits and interests either tangibles or intangibles in a democracy system were organized fairly for the civic citizens. The state authorities should neither harm his people by using power unlawfully, life and property treats nor political progress. In order to protect interests and benefits of state personnel and to be fair in decentralization of power administration in rural areas. The selection of rural leaders must be fair, equal and transparent, no blocking on either contents and procedures in both physical and mental. There should be no any obstacle, no tricks from the rural as well as the local authorities to preserve the rights which the civic citizen deserve to have by law. All of these characteristics would be the political and administrative in a modern rural society authentically.</p> ER -
