GUIDELINES FOR IMPROVING THE COMPETENCY OF PRIMARY SCHOOL TEACHERS UNDER THE JURISDICTION OF THE OFFICE OF BASIC EDUCATION BOARD NAKHON PATHOM PROVINCE

Abstract

This research has the following objectives: to study the competency of primary school teachers under the Basic Education Commission and to study the guidelines for improving the competency of primary school teachers under the Basic Education Commission Nakhon Pathom Province. The data were collected from a sample group, divided into two parts as followed: the quantitative data collection was 246 teachers under the Basic Education Service Area Office 1, whose data were collected using the research tool, namely, a questionnaire on core competencies 5. 4 aspects and effectiveness and analyze data to describe the level of core competencies of teachers. And effective level of elementary school by means of statistics, mean and standard deviation. Also, the qualitative data were collected by ex-teacher or former school administrators with knowledge and experience. By selecting a specific number of 10 people by interviewing. The results of each research found that Aspect1: Focusing on performance achievement in which the school must arrange at least 2 teacher readiness preparation programs before starting work per academic year, namely 1. curriculum development and teaching knowledge in the 21st century, including teacher development training before every semester begins. Semester 2. A project for development of measurement and evaluation potential of learning. Aspect 2: Good service. The guidelines are as followed: the school creates awareness and cultivates the organizational culture of service to all teachers through regular training and meetings. The process of creating a system of seniors to take care of the younger teachers. To cultivate organizational culture and love the organization to cultivate good services for parents, students, and outsiders etc. – also self-development. The guidelines are as followed; the school policy supports teachers to train with external agencies at least twice a year; the school policy supports all teachers to continue their studies both during official hours and outside official hours. For teamwork, the guidelines are as follows; a project for teachers to work as a team every year; policy to build a mentor system. The adherence to the teacher's ethics and professional ethics – the guidelines are as follows: policy to promote training, cultivate adherence to professional ethics strictly and have an award for outstanding teacher in morality, ethics, and professional teaching ethics.
