THAI POLICE PREPAREDNESS FOR RESPONDING TO THE CRIMINAL MISUSE OF INDUSTRIAL CHEMICALS

This article examines the preparedness of the Thai police to respond to the criminal misuse of industrial chemicals. The study reviews knowledge related to toxicology, chemical classification, relevant legal frameworks, and selected case studies from both domestic and international contexts, including the VX nerve agent assassination in Malaysia, the Novichok poisoning incident in the United Kingdom, and cyanide poisoning cases in Thailand. The findings indicate that hazardous chemicals are no longer confined to military conflicts but can also be used in civilian crimes, where police officers are often the first responders at the scene. Although Thailand has established legal frameworks and international obligations related to chemical security, challenges remain in interagency coordination, the transfer of chemical, biological, radiological, and nuclear (CBRN) knowledge to civilian agencies, and the development of chemical detection capabilities at the operational level. The article proposes measures to strengthen personnel capacity, early warning systems, and risk-based regulatory approaches in order to enhance Thailand’s preparedness for preventing and responding to chemical incidents.
