Model of public participation in coastal waste management in Phetchaburi province

Abstract

This research aimed to 1) study the behavior and participation of people in coastal waste management in Phetchaburi Province, 2) study the relationship between behavior and participation of the people in coastal waste management in Phetchaburi Province, and 3) create a model for public participation in coastal waste management in Phetchaburi Province. For quantitative research, the data were collected from a sample group of 399 households in 13 sub-districts on the coast of Phetchaburi Province, which was the population according to official registration statistics of the Registration Technology Management and Development Division, Registration Administration Office, Department of Provincial Administration. The data were analyzed by using percentage, mean, standard deviation, and the Pearson’s correlation coefficient. The study was supported by qualitative research. The data were collected from 12 key informants who were the community leaders involved in public participation in coastal waste management in Phetchaburi Province, selected by using the purposive sampling method. The data were analyzed by using content analysis and then were compiled in a descriptive form. The research results were as follows: 1) The coastal waste management behavior in Phetchaburi Province was overall at a high level. When each aspect was considered, it was found that the aspect with the highest mean was the practice of solid waste separation. The aspect with the lowest mean was awareness of coastal waste separation. The participation in coastal waste management in Phetchaburi Province was overall at a high level. When each aspect was considered, it was found that the aspect with the highest mean was participation in receiving benefits. The aspect with the lowest mean was participation in implementation. 2) There was an overall moderate positive relationship (r = 0.763) between behavior and public participation in coastal waste management in Phetchaburi Province with statistical significance at the 0.01 level, the value of each pair ranging from 0.381 to 0.896. 3) The created model for public participation in coastal waste management in Phetchaburi Province was the PKPIDEB Model, consisting of (1) Perception (P), (2) Knowledge and understanding (K), (3) Practical aspect (P), (4) Participation in implementation (I), (5) Participation in decision making (D), (6) Participation in evaluation (E), and (7) Participation in receiving benefits (B).
