<p>The Political Science and Public Administration Journal (PSPAJ) is a peer-reviewed journal of the Faculty of Political Science and Public Administration at Chiang Mai University, Thailand. It aims to publish unique and high-quality research and academic papers in the fields of political science, government, international relations, public administration, area studies, and development studies.</p> <p>Each article undergoes a thorough review process by at least three reviewers through a double-blind peer-review system.</p> <p>The journal may publish special issues or supplementary issues (not more than two issues per year). <p>Citizenship refers to men as political animals having rights and freedom to join in political affairs of a community and the state. Born in Greece over 2,000 years ago, it then had to wait till the Renaissance era and capitalist society when economy grew and citizens’ roles expanded. In Thailand, unfortunately authoritarianism has ruled for a long time making weak political parties and also weak local self-rule. <p>The concept of smart cities pertains to the management of urban communities as pursued by the Sustainable Development Goals (SDGs), with a particular focus on the development of sustainable cities and communities. Japan is among the countries that have experienced the challenges of urbanization and have consequently embraced the idea of smart cities as a means to tackle the associated urban issues. The utilization of smart cities initially revolved around energy management but has since expanded to encompass the resolution of social issues, with a particular emphasis on the welfare of residents. This article aims to describe the role of smart cities in promoting citizenship through an examination of the smart governance dimension, which emphasizes public participation and collaboration between the government and private sector. The author employs a case study centered on Japan to clarify the issue and discovers that Japan's smart city policy encompasses not only governmental or municipal entities but also emphasizes the participation of both the private and public sectors. The Japanese municipalities prioritize the principles of participation, partnership, collaboration, and communication, which encompass the fundamental components of smart government. The application of smart governance to the political administration in Japan enhances the effectiveness of public administration, fosters an improved quality of life for people and strengthens citizenship. <p>The 1982 Burmese Citizenship Law was an instrument of General Ne Win’s Burmese military government in the establishment of the Burmese citizenship regime. It is a law involving with the reproduction of the concept of national races or “<em>Taingyintha</em>”. As Burma is an ethnically diverse country, the creation of citizenship is a critical part of Burma’s nation-building process, of which complies with only the dominant Burman or <em>Bamar </em>political elites. In this academic article, the author aims to demonstrate three aspects of ethnic-based conflicts in the Burma’s citizenship. Firstly, the politics of classification leads to a hierarchy of citizenship status. Secondly, the construction of national imagination through the concept of nativity or <em>Taingyintha</em> has supported the constructed narrative of the long-established Burma nation since the pre-colonial era, despite the fact that Burma as a modern state was formed after its independence. <p>This article aims to study the legal policies of various countries, which have been enacted to regulate, supervise, control, and protect the cyber security for citizens of the countries and citizens of the world. As the result of the study, it is found that the evolution in the cyberworlds has developed into a cyberculture; countries around the world, including superpowers, European Union countries, the United States of America, China, as well as Thailand, have found a way to solve problems and crimes that occur in the cyberworlds. Measures have been sought to control and regulate in terms of policy, law and other aspects. As for the cyber security legal policy, every country has set cyber security policy as an important main policy. In regard to the law, every country has enacted cyber security laws, and required the establishment of an organization to specifically supervise the cyber security, with similar principles of practice; certain differences lie on the focus on maintaining the security and sovereignty of each country and the method of enforcement, which depends on the administrative and social context of each country. Most of the citizens of Thailand and the world nowadays are involved in the cyberworlds; therefore, one should first study the cyber security legal context of the country where one wants to conduct transactions in the cyberworlds in order to reduce cyber risks.</p>Pannisa Ongprachayakul

<p>This article aims to study the political movements of the Kurdish nationalist movement in Syria from the fall of the Ottoman Empire to the present day. Considering information from various types of documents, it is found that the Kurds have been making efforts to liberate themselves from the rule of the "Assad regime" throughout this period. Later, a revolutionary wave occurred as a result of the "Arab Spring," leading to changes in the geopolitical landscape within the Middle East region. Eventually, the Kurds were able to establish an "autonomous region" called "Rojava" has been successful, with "Rojava" becoming an unofficial "state within a state" for a group of nations that are not traditional "nation-states" within the sovereign territory of Syria. Furthermore, a new administrative structure has been designed by decentralizing political sovereignty to grassroots local organizations called "communes," allowing each community to independently manage public affairs within its locality. This initiative includes the preparation of a "Social contract" that focuses on the importance of the "citizen" rights of individuals combined with efforts to break free from the constraints of "Patriarchal capitalism" through three social and political philosophy concepts: "women's rights, social ecology, and direct democracy," integrated under the governing coalition in the form of the "Democratic Federation" as a unified entity. However, it's important to note that "Rojava" still maintains the status of just an "anarchist society," lacking a traditional nation-state structure, which is inconsistent with the concept of modern nation-state building.</p>Yutthasart Norkaew

<div class="page" title="Page 1"> <div class="layoutArea"> <div class="column"> <p>The Islamic Republic of Iran is a country where a Shiite theocracy, a ruling body made by Shia Muslims ministers, has controlled the population since 1979. For the US, the state is a menace to the global order. Commentaries focus on the link between nuclear power and nuclear weapons. The EU has a more nuanced view of Iran, and its relationship has continuously evolved. Though the block prefers avoiding turning an entire state into a caricature of villainy, it has been critical of its human rights record and has called for improvements in this area. The paper analyses the history of modern Iran and whether and how US and EU’s foreign policies impacted it. The author applied Neo-institutionalism, which underlines the role of national and international, formal and informal institutions, and their interplay, in shaping a nation’s future. Results suggest that Washington has often been biased in its approach to Tehran, focusing on its geopolitical goals rather than seeking to comprehend the competitor’s perspectives and needs. The Anglo-American coup in 1953 against the democratically elected Prime Minister Mohammed Mossadegh and the instalment of an autocracy left a deep mistrust of the West. For many people, the events set the stage for the civil war in 1979. Outcomes imply that the Islamic Republic has squandered its citizens’ resources and contributed to the region's destabilisation. <p>A borderland city plays a role in international relations. Because Ubon Ratchathani borders Champassak, Salavan and Savannakhet in Lao People’s Democratic Republic (PDR) and Preah Vihear in Cambodia, it is used as a case study of the proposed idea of inter-local relations. Before the outbreak of COVID 19, Ubon Ratchathani attracted a number of Cambodian and Lao people who boosted economic opportunities in the city. When the international border was closed in 2020 because of the pandemic, Ubon Ratchathani experienced a slowdown in international economic activity. After the border re-opened, inter-local trade between Ubon Ratchathani, Lao PDR and Cambodia was revived and continues to be more promising than the inter-local trade with Vietnam. To look for the ways to improve the inter-local economic activity of Ubon Ratchathani, this article employs discourse analysis and interviews with local Thai entrepreneurs, state officers and a scholar. Major trade relations with Champassak remain promising although it might take time for economic recovery because of inflation in Lao PDR. Trade relations with Preah Vihear rely significantly on the informal checkpoint of Chong An Ma, and the trade volume there remains low. Also, Ubon Ratchathani can contribute to the economic partnership between Thailand, Lao PDR and Cambodia by continuing to provide public health services to both countries. However, people from the Cambodia will have to rely on the formal checkpoint in the adjacent provinces of Sisaket and Surin. This article proposes that Ubon Ratchathani should promote the inter-local economic activity with Lao PDR through the trade of coffee beans and tapioca, as well as tourism industry. With Cambodia, the informal checkpoint of Chong An Ma should be upgraded as an official one so the trade volume has the potential to increase.</p>Thanachate Wisaijorn

<p>Research on citizenship in Thai academia usually draws from western experience as a primary source of reference. This study, however, shifts its focus to the origin of Chinese citizenship, aiming to address the existing gap in Thai academic discourse on citizenship studies. Furthermore, this research aims to fill the knowledge gap on modern Chinese history in Thailand by delving into intellectual movements of the time. Specifically, it examines the intersection of Chinese citizenship and the process of nation-state building. This research employs historical approach with a particular emphasis on intellectual history. Through this lens, the study uncovers the historical evolution of Chinese citizenship and transformative context of the late Qing era. A key component of the analysis is the examination of "Xinmin Shuo," a work authored by Liang Qichao. The findings of this research underscore the pivotal role played by Liang's work in defining Chinese citizenship. The definition of Chinese citizenship defined by Liang, who emphasized the superiority of state over citizen, exerts lasting influence on the subsequent eras' state-citizen relationship.</p>Sittithep Eaksittipong

<p>This research firstly aims at understanding the facilitation strategies for enhancing civic skills in Thailand developed by the following users of Sim Democracy: political parties, civil society organizations and educational institutions. Secondly, it seeks to synthesize the model for the implementation of game for enhancing civic skills. In terms of research design, this is qualitative research. All data are collected from documentary research and in-depth interviews. The research presents the following findings. In Thailand, the political party under study employs Sim Democracy to cultivate the network of youth leaders. At the same time, the game is widely adopted in educational institutions of different levels – schools and universities. The objective is to equip the players with knowledge about democratic citizenship. For the civil society organization under study, the game is used to foster the network of youth leaders and enhance the understanding about democratic citizenship. Secondly, in terms of the synthesis of the model for the implementation of game for enhancing civic skills, we have developed the 3x3 strategy. It provides a step-by-step and systematic implementation strategy that could help to achieve the set objectives. The model shows the interrelationships between conditions at the intra-organizational, inter-organizational and societal levels.
