The 351 samples were selected from personnel of local governments in Nakhon Phanom Province and 20 managers of the local governments data are collected  by using  questionnaires and interview The collected data were then analyzed by the use of frequency, percentage, mean, standard deviation, and multiple regression analysis.  The result from the study was found 1) Overall Leadership factors affecting the administration of local governments in Nakhon Phanom province were at a high level. 2) The overall administration of local governments in Nakhon Phanom Province was at a more level. 3) The factors in all aspects had a positive relationship with the administration of local governments in Nakhon Phanom Province at .05 level of significance. 4) The factors with predictive power in the administration of local governments in Nakhon Phanom Province were responsibility factor, communications factor and moral and ethical factor with a multiple correlation coefficient (R) of .53. 5) Guidelines for the development communication of personnel of local governments in Nakhon Phanom Province are 6 approaches, including 1) Develop clear communication 2) Develop appropriate communication 3) Develop courage 4) Be gentle 5) Know and observe other people 6) Good human relations (6) Guidelines for the development of morality and ethics of personnel of  local governments in Nakhon Phanom Province are these : 1) Exemplary Presence 2) Communication Ethical Guidelines and 3) Use of Reward Systems.</p>}, number={2}, journal={Pathumthani University Academic Journal}, author={เวียงคำ บรรลุกาล}, year={2020}, month={Dec.}, pages={195–208} }
