The research implementation process was mixed method research with 4 steps: step 1: study the condition, problems and needs of human resource development of the Pathumthani Provincial Police Division. Step 2: Analysis of the necessity of human resource development of Pathumthani Provincial Police Division. Step 3: creation the human resource development strategy of Pathumthani Provincial Police Division. Step 4: examine, improve and make recommendations for human resource development strategies of the Pathumthani Provincial Police Division. The Sample was 345 polices in Pathumthani, 14 people key formants for interview were police commissioner or deputy superintendent, 21 people for workshop were superintendent of the police station in Pathumthani, and 5 experts. The tools were questionnaire, structured interview, focus group and assessment the human resource development strategy.</p> <p>            The research results found that: The conditions, problems and demand for human resource development human resource development of the Pathumthani Provincial Police Division in total were moderate level and the necessity of human resource development of the Pathumthani Province Police Division consists of operational efficiency, changing environment and the needs of those involved.
