Current situational analysis reveals both significant opportunities and challenges in developing Thailand's digital health system and smart medical care.

Leveraging the firsthand experience of the researcher, the design of King Mongkut’s Hospital employs the Patient Journey concept, which not only enhances patient treatment experience but also adheres to the Holistic Health principle, aiming to improve both physical and mental health. This approach facilitates convenient access to hospital services and includes green spaces that reduce stress and increase relaxation for patients and medical personnel, contributing significantly to health recovery and ensuring good air quality. Moreover, the hospital utilizes the Circular Economy framework to manage resources and medical waste, promoting sustainability in its ecosystem.

Achieving sustainable smart medicine requires a multifaceted and collaborative approach, engaging various stakeholders and addressing key strategies to enhance the healthcare system's potential while ensuring patient safety, ethical practices, and equitable access to innovation. Ultimately, these efforts will lead to a more sustainable and resilient healthcare ecosystem, delivering better patient care and driving advancements in smart medicine. It is crucial to recognize that the journey towards sustainable smart medicine is an ongoing process requiring continuous adaptation, collaborative efforts, and a commitment to ethical and responsible practices. By balancing technological advancements, human expertise, regulatory oversight, and ethical considerations, the full potential of smart medicine can be realized to improve the well-being of Thai society.
suchatchavee suwansawat Copyright (c) 2025 Ratthaphirak Journal https://creativecommons.org/licenses/by-nc-nd/4.0 2025-06-24 2025-06-24 67 1 8 17 RTAF Air Power Modernization for Challenges in the 21st Century https://so05.tci-thaijo.org/index.php/ratthapirak/article/view/280295
The research “RTAF Air Power Modernization for Challenges in the 21st Century” has the objective of studying security environments affecting air power capability development in order to establish guidelines and processes for developing Multi-Domain Operations (MDO) capabilities to cope with current threats and challenges, as well as their future trends. The research findings indicate that the RTAF must maintain combat readiness to carry out missions under Network Centric Operations (NCO) concept, with adjustment towards MDO in preparation for threats and challenges in all domains, as well as continuously evolving technologies. This requires support from high-level decision-makers with thorough knowledge of capability development plans, as well as skilled and knowledgeable staffs to effectively drive development initiatives. Moreover, it is essential to establish doctrine and concept of operations that align with the RTAF tasks and responsibilities. These are critical foundation of air power modernization under the concept “AIRFORCE”, which are Acquisition, Infrastructure Development, Resource Management, Force Structure, Organization Management, Research & Development, Capability Enhancement, and Education & Training. In addition, the RTAF needs to appropriately prioritize and expedite the development plans in accordance with budget received, government security policies, security environments, military operation trends and technological advancements. The plans should also align with the joint operations capability development plans of the Royal Thai Armed Forces. Continuous analysis and evaluation of ongoing modernization are necessary to measure capabilities and combat readiness levels for mission execution, leading to the adjustments of capability development plans to address rapidly changing threats and challenges.
jackkrit thammavichai Copyright (c) 2025 Ratthaphirak Journal https://creativecommons.org/licenses/by-nc-nd/4.0 2025-06-24 2025-06-24 67 1 18 32 Integrated approach to Disaster Prevention and Mitigation to public assistance efficiently https://so05.tci-thaijo.org/index.php/ratthapirak/article/view/281024
Currently, the integration of agencies involved in disaster relief work still has practical problems. However, the current educational system lacks proactive learning management that focuses on developing the mind to foster awareness and adaptation to a rapidly changing society. As a result, many children and youth have an opposing attitude toward the traditional system, including rules, regulations, and political beliefs, leading to ideological conflicts between children and adults. This research has four objectives: 1.To analyze the problems and causes of ideological conflicts between children and youth and adults in Thai society. 2.To extract lessons from the model of the Threefold Training (Sīla, Samādhi, Paññā), or Inner Peace Education (IPE), both in Thailand and abroad. 3.To experiment with implementing the IPE model in an educational innovation area (Education Sandbox) through the participation of all sectors. 4.To propose a method for creating Inner Peace Education for children and youth to enhance Soft Power and support national strategies for sustainable development. This study is a mixed-methods research with a qualitative emphasis, focusing on document research and in-depth interviews. The quantitative aspect involved experimenting with creating good habits through the Threefold Training with 2nd-year secondary school students from two schools in Phra Nakhon Si Ayutthaya province. The experiment included a 21-day camp and self-training, with pre- and post-tests using three sets of assessment tools, observations, focus groups, and in-depth interviews with 3 representatives from the community cooperation, i.e., home, school and temple.

The findings of the research are as follows:

The ideological conflict between children and youth is caused by six factors: (1) Emotional and behavioral changes during adolescence, (2) Rigid adherence to one's own beliefs, (3) Conflicting opinions on politics, governance, and society, (4) Strict enforcement of rules by adults, (5) Lack of spiritual anchors, and (6) Generational and age differences.

Lessons learned from the study of inner peace education reveal that: Step 1: Discipline should be built on the foundation of the Five Precepts and the "Five Universal Virtues," which include cleanliness, orderliness, politeness, punctuality, and a focused mind. Step 2: Meditation should become a daily practice. Step 3: Maintaining the precepts and practicing meditation regularly cultivates wisdom, resulting in joy, happiness, and mental clarity.

The experimental application of IPE in the educational innovation space, with the involvement of all sectors, showed that the experimental group had significantly higher improvements in all areas compared to the control group across both schools.

To create Inner Peace Education for children and youth, contributing to Soft Power and supporting national strategies for sustainable development, the research suggests expanding the approach through the community network. This should involve central government policy integration with existing programs, such as scout camps, and proactively incorporating religious activities suitable for local contexts to create an effective learning ecosystem. The study also offers policy recommendations: The government should declare the policy "1 Subdistrict, 2 Schools, 3 Harmonized Community Cooperation Forces" as a national agenda to involve all sectors in developing children in each subdistrict, with two schools per subdistrict, carried out through a Public-Private Partnership model.

Sakchai Peechapat Copyright (c) 2025 Ratthaphirak Journal https://creativecommons.org/licenses/by-nc-nd/4.0 2025-06-24 2025-06-24 67 1 42 60 Thailand's role in the strategic competition of the United States and the People's Republic of China in the Indo-Pacific region https://so05.tci-thaijo.org/index.php/ratthapirak/article/view/281016
The Indo-Pacific region has become a strategic arena for great power rivalry, resulting in complex inter-state relations, alliance formation, and the establishment of regional cooperation frameworks. Positioned at the strategic heart of this region, Thailand must adapt its strategy to align with the evolving geopolitical landscape. Consequently, Thailand faces opportunities and challenges in defining its appropriate role and posture.

This study finds that Thailand's geographical location offers advantageous connectivity potential. The country maintains deep-rooted and familial ties with the People's Republic of China while preserving a long-standing friendship with the United States. Therefore, Thailand must carefully craft its role, stance, and policies to foster balanced cooperation with significant powers. Maintaining friendly relations with both sides, diversifying dependencies, and preserving strategic equilibrium are essential to harmonize regional interests within ASEAN. Such an approach will enhance Thailand's credibility among its partners and strengthen regional alliances, thereby contributing to the balance of power in Southeast Asia.

Furthermore, Thailand should expand relations with other major powers, such as Russia and India, to counterbalance and mitigate tensions between the United States and China. Thailand ought to leverage its central position in the region to enhance national capabilities through infrastructure connectivity within ASEAN. This can be achieved by utilizing mechanisms such as the East-West Economic Corridor (EWEC) and the Southern Economic Corridor (SEC), transforming Thailand into a regional hub for transportation and infrastructure in Southeast Asia. Finally, Thailand should promote its distinctive soft power, such as Thai culture, cuisine, Muay Thai, and traditional performing arts, to support its political and military influence, while strengthening international relations tangibly and constructively.
Kritsada Boonwat Copyright (c) 2025 Ratthaphirak Journal https://creativecommons.org/licenses/by-nc-nd/4.0 2025-06-24 2025-06-24 67 1 65 75 Management Capacity Enhancement by using Artificial Intelligence in the Office of Defence Public Sector Development https://so05.tci-thaijo.org/index.php/ratthapirak/article/view/280639
The use of Artificial Intelligence (AI) in public administration can enable the organization to enhance efficiency and productivity, provide quick and convenient solutions, and replace tasks performed by humans.
