Abstract

This research employed both the quantitative and qualitative research methodologies. The quantitative research aimed to study the achievement level in work performance based on good governance principle, and to study factors influencing the achievement of work performance based on good governance principle of sub-district administrative organizations in Lampang province. The six aspects of good governance principle based on the Royal Decree on Criteria and Procedures for Good Governance, B.E.2546 was employed as the assessment framework. The sample for the quantitative research consisted of 1,099 people who eligible to cast votes in the election, obtained by multi-stage sampling. The sample size was determined with the use of the G*Power Program. The data collecting instrument was a questionnaire with the overall reliability coefficient of 0.93. Statistics for data analysis were the frequency, percentage, mean, standard deviation, Pearson’s product-moment correlation and multiple linear regression analysis. The qualitative research aimed to study the problems, obstacles and guidelines for development of achievement in work performance based on good governance principle of sub-district administrative organizations in Lampang province. A focus group discussion was conducted involving 28 key research informants from the state and people sectors. The research results were as follows:
1) The overall achievement level in work performance based on good governance principle of sub-district administrative organizations in Lampang province was rated at the moderate level ( = 3.01, S.D. = 0.60). When specific aspects of the performance were considered, it was found that four aspects were rated at the moderate level, which were the responsibility aspect, participation aspect, rules of law aspect, and morality aspect; while two aspects were rated at the low level, which were the worthiness aspect, and the tranperency aspect.
2) There were seven factors influencing the achievement of work performance based on good governance principle of sub-district administrative organizations in Lampang province at the .05 level of statistical significance, with the top three factors being the budgeting factor (x4 β = 0.39), the planning factor (x1 β = 0.36) and the monitoring and control factor (x3 β = 0.31).
3) The problems, obstacles and guidelines for development of achievement in work performance based on good governance principle of sub-district administrative organizations in Lampang province comprised the planning aspect; organizational management aspect; leaders and organizational leadership aspect; controlling, monitoring and checking aspect; and the aspect of skills, motivation, and attitude toward work performance of the personnel of sub-district administrative organizations in Lampang province.
