Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการดำเนินงานการประกันคุณภาพภายในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3  2) เปรียบเทียบการดำเนินงานการประกันคุณภาพภายในโรงเรียนที่มีขนาดต่างกันและ 3) ศึกษาแนวทางการปฏิบัติที่ดีในการดำเนินงานการประกันคุณภาพภายในโรงเรียน กลุ่มตัวอย่าง ได้แก่ ผู้บริหารและครู จำนวน 383 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม เป็นแบบมาตราส่วนประมาณค่า และแบบบันทึกการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสถิติทดสอบเอฟผลการวิจัยพบว่า  1. การดำเนินงานการประกันคุณภาพภายในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมาก 2 ด้าน ได้แก่ ด้านการปฏิบัติงานและด้านการวางแผน และอยู่ในระดับปานกลาง 2 ด้าน ได้แก่ ด้านการตรวจสอบ ด้านการกำหนดมาตรการแก้ไข ตามลำดับ 2. โรงเรียนขนาดเล็ก ขนาดกลาง และขนาดใหญ่ มีการดำเนินงานการประกันคุณภาพภายในแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05   3. แนวทางการปฏิบัติที่ดีในการดำเนินงานการประกันคุณภาพภายในโรงเรียนได้แก่ กำหนดวิสัยทัศน์ พันธกิจ และเป้าหมายให้ชัดเจน ปฏิบัติตามแผนปฏิบัติการประจำปีตามกรอบระยะเวลาที่กำหนด วางแผนการตรวจสอบเป็นระยะและสม่ำเสมอและส่งเสริมให้ครูและบุคลากรมีความรู้ความเข้าใจและตระหนักในความสำคัญของการประกันคุณภาพการศึกษา

Absract

The purposes of this research were (1) to study the internal quality assurance programs of schools affiliated with Kalasin Primary Educational Service Area Office 3, (2) to compare the internal quality assurance programs of schools of different sizes, and (3) to study guidelines for the best practices in the internal quality assurance programs of the schools. The samples were 383 administrators and teachers. The instruments consisted of a rating scale questionnaire and the record from a small group discussion. Statistics used in data analysis were mean, standard deviation, and F-test. The results of this research revealed the following: 1. Overall, the internal quality assurance programs of the schools affiliated with Kalasin Primary Educational Service Area Office 3 were at the moderate level. When considering each section of the internal quality assurance program, it was found that the action section and the planning section were at a high level, while the audit section and the determination of solution section were at a moderate level. 2. The internal quality assurance program of small, medium, and large schools was significantly different at the .05 level. 3. With respect to the guidelines for best practices in the internal
quality assurance program, a general recommendation of formulating clear visions, missions and goals was made. More specific recommendations included carrying out guidelines in accordance with an annual action plan based on a determined time frame; formulating a plan to audit on a periodical and continual basis; and raising the awareness of teachers and personnel as to the significance of education quality assurance.
