The State and Development Guidelines for Participation in the Study of Child Development Centers Under the Sub District Administrative Organization of Bo Kaeo Sub District, Nakhu District, Kalasin Province

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและแนวทางการพัฒนาการมีส่วนร่วมในการดำเนินงานจัดการศึกษาของศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบลบ่อแก้ว อำเภอนาคู จังหวัดกาฬสินธุ์ แบ่งการศึกษาเป็น 2 ระยะ ระยะที่ 1 เพื่อศึกษาสภาพการมีส่วนร่วมในการดำเนินงานจัดการศึกษาของศูนย์พัฒนาเด็กเล็กกลุ่มตัวอย่าง ได้แก่ นายกองค์การบริหารส่วนตำบลบ่อแก้ว ปลัดองค์การบริหารส่วนตำบล หัวหน้าส่วนการศึกษา หัวหน้าศูนย์พัฒนาเด็กเล็ก ครูผู้ดูแลเด็ก ผู้ปกครอง จำนวน 217 คน เครื่องมือที่ใช้เป็นแบบสอบถามประมาณค่า วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 เพื่อหาแนวทางการพัฒนาการมีส่วนร่วมในการดำเนินงานการจัดการศึกษาของศูนย์พัฒนาเด็กเล็ก กลุ่มเป้าหมาย ได้แก่ ผู้บริหารการศึกษา ผู้ทรงคุณวุฒิด้านการศึกษา หัวหน้าศูนย์พัฒนาเด็กเล็ก องค์กรชุมชนหน่วยงานราชการในชุมชน จำนวน 20 คน เครื่องมือที่ใช้เป็นแบบบันทึกการสนทนากลุ่มวิเคราะห์ข้อมูลวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า 1) สภาพการมีส่วนร่วมโดยภาพรวมอยู่ในระดับปานกลาง 2) แนวทางการพัฒนาการมีส่วนร่วมในการจัดการศึกษาศูนย์พัฒนาเด็กเล็ก ควรเปิดโอกาสให้ชุมชนมีส่วนร่วมในการบริหารจัดการศูนย์พัฒนาเด็กเล็กให้มากขึ้น โดยแต่งตั้งร่วมเป็นคณะกรรมการในทุกด้านสร้างความร่วมมือกับผู้ปกครอง ชุมชน หน่วยงานอื่นๆ โดยเน้นกระบวนการมีส่วนร่วมจากภาคีทั้งภายในและภายนอกชุมชนThe purpose of this study was to investigate the situational participation and the approach used in the developmental of quidelines that will be used throughout all teaching activities in child development center under the Bokaew’s Subdistrict Administrative Oraganization, Nakhu District, Kalasin Province. The research is in two steps : Step 1) Evaluate situational participation in the current education management at child development centers. To that end, there were 217 Samples in this step consisting of the chief executive of the SAO, chief administrator of the SAO, education boss, chief of child development center, a teacher administrator and parents. Information was obtained using a questionnaire, percentage analysis result, average, standard deviation. Step 2) Develop participation guidelines for the educational management of child development centers. There were 20 Samples in this step consisting of an educational administrator, education experts, chief of the child development center, representatives of an community organization, government agencies in the community. The instruments used were group discussion, data analysis and content analysis.

The findings were as follows : 1) Situational participation was medium. 2) There should be a provision giving the community an opportunity to participate in the development of guidelines for educational management by appointing a committee, cooperating with parents, and other organization and by focusing on the process both within and outside the community.
