The Driven Approach of Good Governance Management in The Era of Capitalism

Abstract

หลักการของการแข่งขันอย่างเสรีเนื่องจากข้อจำกัดเป็นตัวขับเคลื่อนการกระทำพลังอำนาจนำไปสู่การผูกขาดซึ่งนำไปสู่การสะสมพลังอำนาจที่เลื่อมล้ำมากขึ้นกับเฉพาะบุคคลบางกลุ่มเท่านั้น ธรรมาภิบาลจึงเป็นเสมือนกรอบจำกัดระบบทุนนิยมลดความเสียหายต่อส่วนรวม โดยองค์ประกอบของธรรมาภิบาลที่สำคัญ ได้แก่ การมีส่วนร่วม ความยั่งยืน สิ่งที่ชอบธรรมความโปร่งใส ความเป็นธรรมและความเสมอภาคความรู้และทักษะของเจ้าหน้าที่ความเสมอภาคทางเพศความอดทนอดกลั้นหลักนิติธรรมความรับผิดชอบ และการเป็นผู้กำกับดูแล นอกจากนั้นกระบวนการขับเคลื่อนธรรมาภิบาลให้เกิดขึ้นอย่างยั่งยืน ควรดำเนินการ ดังนี้ 1) แนวนโยบายของรัฐโดยการสร้างผู้นำและองค์การต้นแบบ 2) ยกร่างกฎหมายว่าด้วยจริยธรรมในภาคราชการ 3) หน่วยงานภาคราชการมีการทดสอบข้าราชการเกี่ยวกับคุณธรรมและจริยธรรม พร้อมทั้งกำหนดเงื่อนไขด้านคุณธรรม จริยธรรม เป็นองค์ประกอบแต่งตั้งบุคคลเข้าสู่ตำแหน่งผู้บริหาร (4) ภาคประชาสังคมเปิดเครือข่ายภาคประชาสังคมเพื่อการส่งเสริมจริยธรรมธรรมาภิบาลในภาคราชการ (5) ประชาชนต้องให้เบาะแสการทุจริตในหน่วยงานราชการพร้อมให้ข้อเสนอแนะการตรวจสอบการเงินแผ่นดินด้านต่างๆ (6) ภาคสื่อมวลชนสื่อมวลชนควรนำเสนอข่าวสารและดูแลเอาใจใส่นำ เสนอข่าวให้กับผู้มีส่วนได้ส่วนเสียทุกฝ่ายอย่างเป็นธรรมตามกฎหมาย และ (7) อื่นๆ ควรมีการปลูกฝังจิตสำนึกผ่านสถาบันศาสนาทุกศาสนาThe competition among the capitalism in the inevitable situation of free competition led to it is dog eat dog market. The fact of the market mechanisms did not adhere to the principle of free competition. Because the limitations was the power-driven action, it led to monopoly. These led to the accumulation of the powers that more inequality with some groups only. Good governance was much like the frame to limit the capitalism and reducible damage to the public. The important elements of good governance were participation, sustainability, righteousness, transparency, fairness and equality, knowledge and skills of staff, gender equality, patience, rule of law, responsibility and regulator. A sustainable process-driven good governance should proceed as follows: (1) creating leadership and master of organization based on government policies (2) drafting an ethics law in government sector (3) having test about morality and ethics for government officers by determining the terms of the moral and ethics for being the element of executive appointment (4) opening the network civil society sector by the civil society sector for promoting the ethics and good governance in government sector (5) informing from people in a clue corruption in government sector and providing recommendations to check the auditor general of Thailand (6) offering news and caring presentation of news from the mass media sector to all stakeholders with fairly legal caring presentation of news and (7) cultivating conscious mind through all religious institutions.
