The Role of Anti Terrorism in the Country : Human Resource Management

Abstract

การดำเนินนโยบายการต่อต้านการก่อการร้ายให้ประสบความสำเร็จได้นั้นการบริหารจัดการทรัพยากรมนุษย์เพื่อรับมือกับการต่อต้านการก่อการร้ายอาจจะต้องทำภายใต้บริบทที่ว่า แสวงหาพันธมิตรต่อสู้ร่วมกัน ทั่วทั้งสังคม ชุมชนระหว่างประเทศแต่ปฏิบัติการต่อสู้บนพื้นฐานของวัฒนธรรมท้องถิ่น และความชำนาญในยุทธภูมินั้นๆ เพราะจากการศึกษาการดำเนินการด้านนโยบายต่อต้านการก่อการร้ายของต่างประเทศโดยเฉพาะประเทศที่เป็นต้นแบบอย่างสหรัฐอเมริกานั้น สรุปได้ว่า สงครามการก่อต้านการก่อการร้ายไม่สามารถมองเห็นจุดสิ้นสุดได้ ดังนั้น การดำเนินนโยบายจึงควรมีความรอบคอบ และพิจารณาอย่างถ้วนถี่ในการร่วมมือต่อต้านการก่อการร้ายภายในประเทศให้ประสบผลสำเร็จ อีกทั้งควรการพัฒนาความสัมพันธ์ระหว่างประเทศให้
มากขึ้น เพราะการต่อต้านการก่อการร้าย จะประสบผลสำเร็จ ต้องอาศัยความเป็นพันธมิตรระหว่างประเทศต่างๆ ภายในเอเชียเข้ามาร่วมมือด้วยเช่นกัน โดยเฉพาะการผลักดันและเร่งส่งเสริมความร่วมมือด้านการเมืองความมั่นคงในภูมิภาคเอเชียและแปซิฟิค (ARF) ในการผลักดันการต่อต้านการก่อการร้าย โดยอาศัยการให้ผลประโยชน์ต่างตอบแทนแก่รัฐที่ให้ความร่วมมือ เพื่อป้องกันปัญหาการก่อการร้ายจากภายนอกการผลักดันนโยบายการต่อต้านการก่อการร้ายภายในประเทศ จะส่งผลให้เกิดเสถียรภาพและความมั่นคงของราชอาณาจักร ซึ่งจะทำให้ประเทศไทยสามารถพัฒนาศักยภาพทางด้านสังคม เศรษฐกิจ และการเมืองได้ดียิ่งขึ้น

To release an effective strategy to counter terrorism relies on management of human resources. That is, the international community is in need of formation of an alliance to counter terrorism while the strategy is on the basis of indigenous culture and military expertise for particular areas. However, after looking at the U.S.’s attempts to counter terrorism, it is likely that there would be no termination in stopping terrorism. Therefore, it is required to release the strategy to counter terrorism in the country cautiously and wisely. Besides, the country should establish a better relationship with other countries because effective counter- terrorism requires harmonious relationships among Asian countries. ASEAN Regional
Forum (ARF) involves in encouraging political collaboration and mutual assistance on matters of terrorism. In addition, to provide mutual benefits
to each government is believed to prevent external terrorism. Moreover push policy to combat terrorism within the country. Will contribute to the stability and security of the kingdom. This will enable Thailand to develop the social, economic, political and even better.
