Abstract

      การวางแผนเป็นกระบวนการเกี่ยวกับการคิดและการตัดสินใจหาทางเลือกที่ดีที่สุดในการปฏิบัติงานโดยการเลือกใช้ปัจจัยต่างๆ เพื่อให้การดำเนินงานในอนาคตเป็นไปอย่างเรียบร้อยและมีประสิทธิภาพสูงสุด ส่วนกระบวนการวางแผนที่สำคัญ ได้แก่ การวิเคราะห์สถานการณ์ การกำหนดวัตถุประสงค์และเป้าหมาย การกำหนดทางเลือกในการแก้ไขปัญหา การประเมินเป้าหมายและทางเลือก การเลือกเป้าหมายและแผนงาน การจัดทำแผนและแผนประจำปี การดำเนินตามเป้าหมายและแผนงานการติดตามความก้าวหน้าและการควบคุม และการประเมินผลแผน นอกจากนั้นเครื่องมือสำหรับการวางแผนประกอบด้วย การพยากรณ์ การหาจุดเด่น การให้มีส่วนร่วมในการวางแผน การใช้ภาพ และการใช้ที่ปรึกษาวางแผน

Conceptual Framework of Planning and Plan Management

      Planning is the process of thinking and decision-making in order to get the best way in performance by using any factors for operating in the future as possible and efficiency. The important process of planning were; the situation analysis, the objectives and goals setting, the alternatives setting, the goal and plan evaluating, the goal and plan selection, the plan and operation plan making, the implementation, the monitor and control, and the planned evaluation. Moreover, the instrument for panning is the forecasting, the benchmarking, the participative planning, the use of scenario, and the use of staff planner
