MODEL OF SOCIAL WELFARE STANDARDS TO SYSTEM DEVELOPMENT AND STRENGTHEN THE SECURITY PROTECTION FOR INFORMAL WORKERS OF LOCAL ADMINISTRATIVE ORGANIZATION IN UPPER NORTHERN THAILAND

Abstract

                 The purposes of this research were to study problems and readiness of the local administration of social welfare standards to develop and strengthen protection for workers in the northern district. As well as investigate model development and validation of social welfare standards and to draft policy recommendations to government agencies. The sample was stakeholders, members of social development and human stability, public health, Sub-District Administration, and executive members. The sample groups were obtained through multi-stage random sampling using purposive sampling methodology. The research tools for quantitative data collection were questionnaires. Data was analyzed by deceptive statistics and inferential statistics. The result indicated that:  
               1. The problems and readiness of the local administration of social welfare standards to develop and strengthen protection for workers in the northern indicted that local administration organization was low on budget management and personnel such as social welfare specialists and psychologists. Besides the people who perform the task were lack of knowledge, skills and experience on social welfare tasks. For the budget domain, such Local Administration Organization were differed in their readiness

1. The model development and validation of social welfare standards, to develop and strengthen protection for workers in the northern showed that the conference and the research used the strength and Opportunity to set the model for social welfare management to state of health promotion and Quality of life development to Elderly of Uttaradit Local Administration Organization, ME-HOPE Model.
2. Governments policy feedback should promote social welfare standards for workers or develop a network of welfare workers to effectively develop, promote careers in various areas, with the ability to compete by participating lenders. Promote guidelines for service management and capital resources should be a priority in the social welfare standards. The measures or policies in the social welfare system, social standards for workers in the area to protect workers effectively with the social changes that are clear, simple and fast access.
