Abstract

            The objectives of this research were to: 1) study the application usage requirements related to external quality assurance in higher education, 2) design and develop applications for external quality assurance in higher education, and 3) evaluate results by use the application for external educational quality assurance that can support standards and indicators according to fourth round quality assessment criteria of the Office for National Education Standards and Quality Assessment (ONESQA). This research is a research and development to explain the meaning of the design and development of applications to create a system model of the ONESQA. And use in ensuring quality of external education in higher education. The research process consists of 4 steps, which are: 1) studying and analyzing user needs, 2) designing and developing systems, 3) testing and evaluation, and 4) improving system performance. Population and sample groups are group 1 experts in quality assurance for higher education, group 2 responsible and involved in the work of external education quality assurance of the center, group 3, responsible and involved with work on external educational quality assurance represented by the university and group 4, ICT system experts by using purposive sampling methods. The research instruments were the unstructured interview and questionnaires. Analyze the quantitative data by using the finished statistical program by frequency distribution, percentage, mean and standard deviation. The qualitative methods used content analysis. The results of the research show that the development of applications for external quality assurance in higher education according to the objectives. The overall application performance was high level. The overall user’s satisfaction was high level. Therefore, applications developed for data services for external quality assurance for higher education have the correct function of the ONESQA specified conditions, can actually be used to assess the quality of education outside the tertiary level and can be applied to add some functions and information in accordance with the user's use in both the assessor and the assessor according to the actual situation.
