Abstract

This article examines People-Centered Justice within the Thai juvenile justice system, integrating Neuro-Law with jurisprudential principles. Using qualitative legal research methodology combining doctrinal and socio-legal approaches. The findings are as follows: 1) The United Nations Development Programme’s People-Centered Justice framework comprises five elements: social transformation, systems change, holistic programming, people empowerment, and state engagement; 2) Systematic evidence confirms that justice-involved youth exhibit significant Executive Function deficits, particularly in inhibitory control, working memory, and cognitive flexibility; 3) Ban Kanchanaphisek exemplifies People-Centered Justice in a juvenile training center, effectively promoting self-esteem and psychological well-being; and 4) Proposed amendments to the Law on Juvenile Delinquency would embed Executive Function assessment and development as a core component of rehabilitative justice.
