The method of clearly defining terminology of çnatural disasteré occurred regularly has become more important because it use as the rights-based for people to deter their rights to claim to the Government. However there is still no universally accepted definition for çdisasteré or çnatural disasteré until now. The author suggests for the reconsideration the meaning of çnatural disasteré by study and analysis of interpretation in the Supreme Courtûs judgments. Moreover, the author would like to present US disaster assistant system to the Thai Government to adopt in Thailand in lieu of the ad hoc remedy policies in the present day.
