ภัยความมั่นคงทางทะเล: การกระทำอันเป็นโจรสลัดและการปล้นเรือด้วยอาวุธ

Abstract

ปัจุบันภัยความมั่นคงทางทะเลรูปแบบใหม่ (Non-traditional Maritime Security) ได้ขยายตัวเพิ่มขึ้นนอกเหนือไปจากภัยคุกคามรูปแบบเก่าที่มีลักษณะเป็นการ ใช้กำลังทางทหาร หรือความขัดแย้งระหว่างรัฐต่อรัฐ เช่น การก่อการร้ายทางทะเล อาชญากรรมข้ามชาติทางทะเล รวมถึงภัยโจรสลัดและการปล้นเรือด้วยอาวุธ ซึ่งจัดเป็นภัย คุกคามรูปแบบใหม่อันดับหนึ่งที่ส่งผลกระทบต่อการเดินเรือ การขนส่งสินค้า และการค้าโลก ตลอดจนส่งผลกระทบต่อความปลอดภัยและชีวิตของลูกเรือและผู้โดยสาร จนกลายเป็น ปัญหาที่ได้รับความสนใจอย่างสูงจากประชาคมระหว่างประเทศ โดยเฉพาะอย่างยิ่งการก่อ เหตุเข้ายึดเรือและจับตัวประกันเพื่อเรียกค่าไถ่บริเวณน่านน้ำอ่าวเอเดนทางชายฝั่ง ตะวันออกของโซมาเลีย ซึ่งมีความรุนแรงมากที่สุดในช่วงปี 2552 อย่างไรก็ดีปัจจุบัน ปัญหา โจรสลัดบริเวณโซมาเลียมีพัฒนาการที่ดีขึ้นและไม่มีการก่อเหตุสำเร็จเป็นเวลากว่า 3 ปี เนื่องจากการส่งเสริมความร่วมมือระหว่างประเทศภายใต้กรอบต่าง ๆ เพื่อแก้ไขปัญหา ในทางกลับกัน ปัญหาโจรสลัดและการปล้นเรือในภูมิภาคเอเชียกลับมีแนวโน้มการก่อเหตุที่ สูงขึ้น จนกลายเป็นบริเวณที่มีสถิติการก่อเหตุปล้นเรือสูงที่สุดในโลก แต่ไม่มีการก่อเหตุที่ รุนแรงถึงชีวิต หรือการเข้ายึดเรือและจับลูกเรือเป็นตัวประกันเพื่อเรียกค่าไถ่อย่าง ในบริเวณโซมาเลีย

Piracy and Armed Robbery at Sea, a Non-Traditional Maritime Security Threat

Maritime safety and security is particularly vital to international trade and commerce, and it constitutes one of the key growth engines of the world economy. Protecting and safeguarding the Sea Lines of Communication (SLOCs) is thus crucial for countries, especially in view of the rise of non-traditional threats such as piracy attacks. Piracy incidents off the coast of Somalia and in the Gulf of Aden, which is the major route connecting Asia to Europe and the Middle East, reached their peak between 2008-2011. However, since 2012, the situation has significantly improved due to coordinated international cooperation. Instead, since 2012 the rise in incidents of piracy and armed robbery against ships in Asia, especially Southeast Asia, has become a great concern. To curb the rise of piracy in Southeast Asia, the coastal states need to step up their cooperation in this regard.
