Legal Problem Concerning the Establishment, Roles and Authority of Thai Political Parties

Since the time Thai political parties were first established, political parties have not paid attention to establishing branches. This is because Thai political parties operate on the basis of the centralization of power. Establishing political party branches through devolving power to local party members is not considered necessary for Thai political parties. Although at present The Organic Act on Political Parties B.E. 2550 (2007) and its amendment (No. 2), B.E. 2554 (2011) stipulate that political parties must establish branches, the establishment of branches of political parties is only in accordance with the letter of the law. Most political parties established only four political party branches as designated by the law. In view of the operational roles played and the authority exercised by the branches, there is very limited participation by local party members and the branches still depend on the headquarters of the political parties. This has resulted in the control of decision making regarding the operations of local political party branches remaining in the hands of the political party administration committee, which will be indicated as follows.
