Legal Responsibility of Government Officials on the Limitation of Expression of People Rights on Internet

This essay is the analysis of legal measure in civil liability on internet censorship. The purpose of this essay is to understand the legal issues in order to find the proper solution to amend the law to efficiently stipulate the civil liability of government officers in Thailand, also, to find the applicable standard in internet free speech boundary that harmonizes with global criterion, by studying the related case occurred concerning censorship and global norms which is specified within the article 19 of ICCPR. As shown by the study on civil liability concerning internet censorship, even if the authorities are capable of enforcing legal measure on people, they certainly are not justifiably allowed to issue unfair order or immoderately violating people rights. So, people have to be on alert and conjointly inspect whenever the internet content is censored by the government.
