FACTORS AFFECTING THE APPLICATION OF POLICIES TO PROMOTE CULTURAL DIVERSITY IN ASEAN: CONTEXT OF ADMINISTRATORS IN THE SPIRIT OF ASEAN SCHOOLS PROJECT

Abstract

The purposes of this research were (1) to study the implementation of policies to promote cultural diversity in ASEAN by school administrators in the Spirit of ASEAN Schools Project of the Office of the Basic Education Commission in the aspect of promoting cultural diversity in school; (2) to study factors affecting the administrators in implementing policies to promote cultural diversity in ASEAN in school; and (3) to propose guidelines for implementation of policies to promote cultural diversity in ASEAN in the aspect of school administration. Research findings showed that school administrators had implemented policies to promote cultural diversity in ASEAN of the Office of Basic Education Commission in their schools. The factors affecting the implementation of policies to promote cultural diversity in ASEAN in school comprised the administrator factor and the policy to promote cultural diversity in school. The administrator factor consisted of the knowledge, awareness and understanding of the administrator concerning the promotion of cultural diversity in school. The policy to promote cultural diversity in school consisted of the giving of importance to implementing the Ministry of Education’s policy to determine practice guidelines in preparation for joining the ASEAN Community, and the policy for promotion of cultural diversity in school. As for guidelines for implementation of policies to promote cultural diversity in ASEAN in the aspect of school administration, it was found that the school that its administrator had high level of leadership would be highly successful in implementing the policies to promote cultural diversity in school.
