Abstract
The aims of this research are (1) to study the components of competencies of higher education external assessors; (2) to develop a competency framework for performance appraisal of higher education external assessors; and (3) to study try-out results of the competency framework for performance appraisal of higher education external assessors. Research informants consisted of 5 experts for interviewing and 9 specialists for focus group discussion; while the research sample consisted of 272 higher education external assessors. The employed research instruments were a semi-structured interview form, and a 5-scale Likert rating questionnaire, with reliability coefficient of .932. The employed statistics for data analysis were the percentage, mean, standard deviation, and confirmatory factor analysis (CFA).
The research results show that there are three core components of competencies of higher education external assessors: (1) knowledge and understanding competency, with two sub-components; (2) ability and skills competency, with two sub-components; and (3) attributes competency, with one sub-component. Furthermore, the CFA results show that the developed competency framework model correlates with the empirical research
