บทคัดย่อ
บทความนี้เป็นการสังเคราะห์องค์ความรู้จากสถานการณ์ปัจจุบันและทิศทางในอนาคตของนโยบายสังคม มีวัตถุประสงค์เพื่อพัฒนาระบบการคุ้มครองทางสังคมและลดความขัดแย้งทางสังคมในสถานการณ์ของความแตกต่างทางช่วงวัย ส่วนการศึกษานี้ใช้แนวทางและวิธีการของการสำรวจนโยบายสังคมในระดับโลก การพัฒนารูปแบบของการคุ้มครองทางสังคมเพื่อสร้างสังคมสมานฉันท์และลดความขัดแย้งทางสังคม และทบทวนกรอบแนวคิดของการคุ้มครองทางสังคม ผลการศึกษาสะท้อนให้เห็นความสำคัญของกลไกและเครื่องมือของ “การเสวนาทางสังคม” และ “เศรษฐกิจสังคมสมานฉันท์” เนื่องจากนำไปสู่ความเป็นหุ้นส่วนทางสังคม และส่งเสริมให้เกิดความกินดีอยู่ดี ซึ่งเป็นเป้าหมายของนโยบายสังคม และลดปัญหาสังคมได้ในเวลาเดียวกัน
