Abstract
Leadership and the change of executives of local government organizations and the adoption of the 2019 coronavirus prevention policy found that the challenge is whether they can lead their organization to be a leader of change or not. Change leaders see change as an opportunity. Knowing how to find the right change and know how to create effective change on the outside and within the organization as follows: 1) Policy for creating the future 2) Systematic approach and anticipating changes. 3) The correct way to familiarize yourself with changes both internally and externally. And outside the organization 4) Policy in creating a balance between change and continuity because of the systematic innovation policy
Therefore, leadership and executive change can create awareness of the organization as a change leader. It also makes the organization see that change is an opportunity that arises under an important role.
