Management Model for Leveraging the Educational Quality Standard, Office of Rio-Et Primary Education Area 1

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัญหาและความต้องการการบริหารจัดการ 2) พัฒนารูปแบบการบริหารจัดการเพื่อยกระดับคุณภาพและมาตรฐานสถานศึกษา และ 3) ประเมินรูปแบบการบริหารจัดการ กลุ่มเป้าหมายเป็นโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาร้อยเอ็ด เขต 1 ที่คุณภาพตํ่ากว่าเกณฑ์มาตรฐานจากการประเมินของ สมศ.รอบที่ 2 จำนวน 7 โรงเรียน เครื่องมือที่ใช้ในการวิจัยครั้งนี้ ประกอบด้วย แบบบันทึกข้อมูล แบบสัมภาษณ์ แบบบันทึกการประชุมและแบบประเมิน วิธีดำเนินการวิจัยเป็นกระบวนการวิจัยเชิงปฏิบัติการ ผลการวิจัยพบว่า สภาพปัญหาและความต้องการการบริหารจัดการที่สำคัญ คือ ประสิทธิภาพการวางแผนและการควบคุม จากนั้นได้ยกร่างรูปแบบการบริหารจัดการเพื่อยกระดับคุณภาพและมาตรฐานสถานศึกษา 5 ขั้นตอน ประกอบด้วย การศึกษาสภาพปัญหาการวางแผนพัฒนา ดำเนินการตามแผนการประเมินผล และรายงานผล ส่วนรูปแบบกระบวนการบริหารจัดการคุณภาพเพื่อยกระดับคุณภาพและมาตรฐานสถานศึกษามี 7 ขั้นตอน ประกอบด้วย การศึกษาสภาพปัญหา เลือกปัญหาเพื่อวางแผนพัฒนาดำเนินการตามแผน ประเมินผล ทบทวนปรับปรุง และรายงานผล สำหรับผลการประเมินรูปแบบการบริหารจัดการเพื่อยกระดับคุณภาพและมาตรฐาน สถานศึกษาพบว่า มีโรงเรียนระดับปฐมวัยที่ไม่ผ่านการรับรองมาตรฐานอยู่ 3 โรงเรียน ได้รับผลการประเมินในระดับดีและดีมาก ส่วนระดับประถมศึกษา การศึกษาขั้นพื้นฐานมีโรงเรียนที่ไม่ผ่านการรับรองมาตรฐานอยู่ 7 โรงเรียน ได้รับผลการประเมินในระดับดีและดีมากThis research aimed to 1) study the problems and wishes of management, 2) develop a management model that can increase educational quality and improve the standard, and 3) evaluate the developed management model. The target samples were those schools under Roi-et Educational Service Area 1 that had a level of education lower than the quality standard. The instruments for the research were a recording form, an interview, the minutes of a meeting, and an evaluation form. The research methodologies were divided into 3 phases : the first phase was to study problems and wishes, the second to develop a model of management, and the third to evaluate the model. This was an action research project The research results identified the following three categories: (1) The important problems and wishes centered around two issues: effectiveness of planning and controlling and drafting a management model consisting of a study of the problem, planning, implementation, evaluation, and reporting. (2) The developed model consisted of 7 processes: study the problem, select the problems that required planning and resolution, development planning, implementation, recheck for improvement, and reporting., (3) the evaluation of the model revealed that in the area of childhood education, there were only 3 schools that could not pass the education quality standard. The other schools had scores of good or very good. For the 234 primary schools, 7 did not pass. The remaining 227 scored good or very good.
