Committee Participation in the Operation of the Local Health Fund in Somdet District, Kalasin Province

Abstract

การดำเนินงานกองทุนหลักประกันสุขภาพเป็นการส่งเสริมการรับบริการ สาธารณสุขที่ได้มาตรฐานและมีความสำคัญ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา คุณลักษณะทางประชากรของคณะกรรมการกองทุนหลักประกันสุขภาพ ระดับ การสนับสนุนองค์กรของกองทุนหลักประกันสุขภาพ ระดับการมีส่วนร่วมของ คณะกรรมการกองทุนหลักประกันสุขภาพ และปัจจัยที่มีความสัมพันธ์กับ การมีส่วนร่วมของคณะกรรมการกองทุนหลักประกันสุขภาพในการดำเนินงาน กองทุนหลักประกันสุขภาพระดับพื้นที่ในเขต อำเภอสมเด็จ จังหวัดกาฬสินธุ์เป็น การศึกษาเชิงวิเคราะห์ (Analytic Study) กลุ่มตัวอย่างเป็นคณะกรรมการกองทุน หลักประกันสุขภาพใช้สูตรประมาณค่าเฉลี่ย จำนวน 106 คน โดยวิธีการสุ่ม อย่างง่าย เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม สถิติที่ใช้เป็นสถิติเชิงพรรณนา ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐานและสถิติเชิงอนุมาน คือ Person’s Correlation (r) กำหนดระดับนัยสำคัญทางสถิติที่ 0.05 ผลการวิจัยพบว่า กลุ่มตัวอย่างส่วนใหญ่เป็นเพศหญิงมีอายุ 41-50 ปี มีการศึกษาระดับ มัธยมศึกษา อาชีพเกษตรกรรม มีรายได้ 5,001– 10,000 บาท และเป็นกรรมการกองทุน การมีส่วนร่วมของคณะกรรมการกองทุนหลักประกันสุขภาพ โดยรวมอยู่ในระดับ มาก ( = 3.83, SD = 0.79) 2) การสนับสนุนองค์กรของกองทุนหลักประกันสุขภาพ โดยรวมมีความคิดเห็นอยู่ในระดับมาก ( = 3.86, SD = 0.80) 3) ศึกษาปัจจัย ที่มีความสัมพันธ์ พบว่า คุณลักษณะทางประชากรไม่มีความสัมพันธ์กับการมี ส่วนร่วมของคณะกรรมการกองทุนหลักประกันสุขภาพ และการสนับสนุนจากองค์กร ทุกด้านมีความสัมพันธ์กับการมีส่วนร่วมของคณะกรรมการกองทุนหลักประกันสุขภาพ อย่างมีนัยสำคัญทางสถิติ (p< 0.001)

The purposes of this research were fourfold : 1) study the existing demographic data of the local health fund committee in Somdet District, Kalasin Province, 2) determine the level of organizational support for the local Health Security Fund, 3) ascertain the level of committee participation in the Health Security Fund and 4) study the factors related to the committee’s participation in the fund. The research approach was an analytical study. A group of 106 local health fund committee members were selected to serve as a sample for the study. Descriptive statistics, including frequency, percentage, mean and standard deviation and Inferential statistics (Pearson’s correlation with a statistical significance of 0.05) were used in the process of data analysis. The results revealed 1) the demographics showed participants as being mostly female with an average age of 41-50, an educational level of secondary school, and working in agriculture with a monthly income of between 5,001 and 10,000 baht. Their level of participation in the fund was high ( = 3.83, SD = 0.79). 2) The level of organizational support for the Health Security Fund was high ( = 3.86, SD = 0.80). As a result, there was no correlation between the demographic sand level of participation by the committee. The relationship between organizational support and level of participation of the Committee showed a statistical significant relationship. (p<0.001)
