บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาการบริหารตามหลักธรรมาภิบาลส่งผลต่อประสิทธิผลการดำเนินงานขององค์การบริหารส่วนจังหวัดหนองบัวลำภู 2) ศึกษาความสัมพันธ์ระหว่างการบริหารตามหลักธรรมาภิบาลส่งผลต่อประสิทธิผลการดำเนินงานขององค์การบริหารส่วนจังหวัดหนองบัวลำภู และ 3) ศึกษาอิทธิพลของการบริหารตามหลักธรรมาภิบาลส่งผลต่อประสิทธิผลการดำเนินงานขององค์การบริหารส่วนจังหวัดหนองบัวลำภู กลุ่มตัวอย่างคือ คณะผู้บริหาร สมาชิกสภาฯ ข้าราชการ และลูกจ้างตามภารกิจขององค์การบริหารส่วนจังหวัดหนองบัวลำภู กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตรการคำนวณของทาโรยามาเน่ ได้กลุ่มตัวอย่างจำนวน 150 คน ใช้วิธีเลือกกลุ่มตัวอย่างแบบแบ่งชั้นภูมิและการสุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถาม สถิติที่ใช้ในการวิจัยคือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์ความถดถอยเชิงพหุ ผลการวิจัย พบว่า 1) กลุ่มตัวอย่างมีระดับความคิดเห็นเกี่ยวกับการบริหารตามหลักธรรมาภิบาล ภาพรวมอยู่ในระดับมาก มีค่าเฉลี่ย (= 4.13, S.D. = .37) โดยหลักความโปร่งใสมีค่าเฉลี่ยสูงที่สุด (
= 4.27, S.D. = .39) รองลงมาคือ หลักความคุ้มค่า ข้อที่มีค่าเฉลี่ยน้อยที่สุดคือ หลักคุณธรรม และประสิทธิผลการดำเนินงานขององค์การบริหารส่วนจังหวัดหนองบัวลำภู ภาพรวมอยู่ในระดับมากมีค่าเฉลี่ย (
= 4.13, S.D. = .27) โดยมิติด้านการบริการสาธารณะมีค่าเฉลี่ยสูงที่สุด รองลงมาคือ มิติด้านการบริหารจัดการ และข้อที่มีค่าเฉลี่ยน้อยที่สุดคือ มิติด้านการบริหารงานการเงินและการคลัง 2) การบริหารตามหลักธรรมาภิบาลและประสิทธิผลการดำเนินงานขององค์การบริหารส่วนจังหวัดหนองบัวลำภู มีความสัมพันธ์ในรูปเชิงเส้นและสัมพันธ์กันในทางบวก (r เป็นบวก) ในระดับสูง ที่ค่า r = 0.76 ที่ระดับนัยสำคัญ 0.01 และ 3) มีตัวแปรอิสระจำนวน 4 ตัวแปร มีอิทธิพลพยากรณ์ตัวแปรตามประสิทธิผลการดำเนินงานขององค์การบริหารส่วนจังหวัดหนองบัวลำภู ที่ระดับนัยสำคัญทางสถิติ 0.05 โดยเรียงลำดับค่าสัมประสิทธิ์อิทธิพลจากมากไปหาน้อยประกอบด้วย หลักความคุ้มค่า หลักความโปร่งใส หลักคุณธรรม และหลักความมีส่วนร่วม
