Abstract

Currently, governance in Thai organizations is problematic, especially in terms of morality, ethics, transparency, and participation. At the same time, employees have expectations that serious steps will be taken to resolve problems of good governance at all levels of management. Previous research studies have concluded that good governance in organizations should be examined and evaluated promptly, and the findings disseminated in order to promote good governance in its many dimensions.

This article presents a conceptual model of good governance. It lays out the foundation to determine the qualifications needed for executive positions, and the terms of human resource development that focuses on accuracy, clarity, transparency, fairness, and verification under the moral and ethical rule of law, in order to change working behaviors for the better. Higher education institutions, especially, should apply the model of good governance in order to ensure that employees have moral and happy working lives. These will result in good educators and quality graduates. Moreover, good governance can develop both educational institutions and Thailand as a country as it moves towards its “4.0” era and on to “5.0.”
