Abstract

This article presents the factors affecting the successful implementation of action plans and problem-solving efforts in southern border provinces development during 2015–2017 in Narathiwat. It explores appropriate guidelines and suggestions for policy implementation. A mixed-method approach was used that focused on quantitative data analysis. Data were collected via a survey of 407 persons in 13 Narathiwat districts. Qualitative data was gathered through interviews of 10 persons.

We found that there was successful implementation at all levels. Four factors affecting success had statistical significance at the level of .05:> the level of societal and individual participation in policy implementation; the extent of cooperation within  the government sector; performance factors and adequacy of resources; and the attitude among government workers towards policy mplementation.
