The Governmental Administration under COVID-19 Crisis; case study Taiwan Singapore New Zealand

The objectives of this research were (1) investigating the situation analysis of Taiwan, Singapore and New Zealand (2) applying qualitative research, using documentary research method, within the framework of situational management theory to study the national domestic management and the impact management during COVID-19 pandemics of Taiwan, Singapore, as well as New Zealand. The outcome would be elaborated using narrative description. The research result discovered that :
- The 3 countries shared similar style in analyzing the COVID-19 pandemics situation ; (1) Closely and continuously monitored the pandemic situation (2) Adapted immediately and flexibly in respond to the constantly changing circumstance (3) Readiness to cope with the arose problems caused by the pandemics.
- The 3 countries developed almost identical core policies to manage the COVID-19 pandemic domestically, which were strictly guarding the borderline, screening, and quarantine to prevent the virus from spreading into the countries. Also, they established central command center to centralizing the COVID-19 pandemic management. Additional policies were quite selective according to the different context of each country. The impacts from applying these core policies to manage the COVID-19 pandemic demonstrated that (1) on public health dimension: the 3 nations successfully controlled the spread of COVID-19 with low new infected cases and flat deaths rate, periodically exception happened in Singapore where high rate infections was found among foreign workers however the Singapore government took action to put the matter under control within a few months (2) on economic dimension : the 3 nations were affected by the pandemic differently, Taiwan seemed to get the least impacts and was able to maintain the economic growth continuously, Singapore endured their worst economic recession since national establishment, while New Zealand illustrated V-shape economic growth.
