Selection of the Village Headman and Evaluation of Satisfaction with their Performance: The Case of Chainat Province

Abstract

The objectives of this survey research are: 1) to investigate the reasons and motivations behind the election of village headmen in Chainat Province. 2) to study the factors that influence voters' perceptions of the suitability of village headmen in Chainat Province. 3) to examine voters' satisfaction with the performance of village headmen in the province. The sample for this research includes voters from eight districts (Mueang Chainat, Manorom, Watsing, Sapphaya, Hankha, Sankhaburi, Nongmamong, and Noenkham) in Chainat Province, surveyed in 2016 and 2017. Multiple linear regression analysis was used as the research method.

The study found that 72.8 percent of voters voted for the incumbent village headmen in the last election. The main reason for their decision was a sense of duty to exercise their democratic right to vote. Voter decisions on who to vote for were primarily based on the qualifications and application information of the candidates. The study also identified a pattern of corruption involving the buying of electoral votes.

The factors that significantly influenced the opinion of village headmen voters in Chainat Province regarding the suitability of those elected as village headmen were voter age being between 30 and 39 years, voters holding a diploma, high vocational certificate, or bachelor's degree, voters being engaged in a personal business or trade, and four aspects of village headmen candidate characteristics: their qualifications, past performance, family, and campaign policies. The statistical significance of these factors was .05.

When considering voters' satisfaction with the performance of village headmen in Chainat Province, the study found an average score of 3.08. The highest level of satisfaction was with the headmen's work, with an average score of 3.19.
