The Study of Local Administrative Cooperation on Disaster Management: A Case Study of Roi-Et Municipality and Adjacent Local Administrations

Abstract

This article describes the process of creating a joint operation on disaster management between Roi-Et municipality and adjacent local administrations, and explores success factors in building partnerships to manage disasters. The study found there were two approaches for creating synergies amongst stakeholders. First, local governments reached agreement on disaster relief, resulting in setting up a Center for Cooperation in Disaster Relief (CCDR). Second, implementation was carried out according to the framework for prevention and mitigation of disasters, namely: 1) pre-impact activities, 2) actions during impact, and 3) post-impact activities, during which the CCDR was not required to play a role.

This study found that key success factors include: 1) awareness of participating local governments, 2) continual support received from local executives, 3) informal relationships amongst implementing officials, 4) continued activities of the CCDR, 5) people’s participation in the CCDR committee, 6) conformity with the budget plan, 7) transparency in CCDR operations, 8) the nature of the terrain, and 9) availability of equipment and tools to deal with disasters.
