แนวโน้มการย้ายถิ่นฐานกลับของแรงงานข้ามชาติ หลังการปฏิรูปของเมียนมา

บทคัดย่อ
บทความวิจัยมุ่งศึกษาแนวโน้มการย้ายถิ่นฐานกลับของแรงงานข้ามชาติทักษะฝีมือน้อยจากประเทศเมียนมา โดยมีวัตถุประสงค์สำคัญคือ (1) เพื่อศึกษาถึงสถานการณ์ในปัจจุบันว่าแรงงานต่างด้าวฝีมือน้อยชาวเมียนมามีความต้องการจะเดินทางกลับภูมิลำเนาหรือไม่ อย่างไร หรืออย่างน้อยที่สุดได้มีการวางแผนการเอาไว้อย่างไร (2) เพื่อศึกษาวิเคราะห์ถึงสาเหตุ ปัจจัยดึงดูดและปัจจัยผลักดันที่ทำให้แรงงานต่างด้าวฝีมือน้อย
ชาวเมียนมาตัดสินใจที่จะอยู่ทำงานในประเทศไทยต่อหรือเดินทางกลับประเทศต้นทาง (3) เสนอแนะข้อสังเกตบางประการตลอดจนข้อเสนอแนะทางด้านนโยบายให้กับหน่วยงานที่เกี่ยวข้องต่อไป ผลการศึกษาพบว่าแรงงานเมียนมายังไม่มีความต้องการที่จะย้ายถิ่นฐานกลับในเวลาอันใกล้นี้ (1-2 ปี) มีเหตุผลสำคัญ 2 ประการคือ สถานการณ์ในประเทศเมียนมาทั้งทางด้านการเมือง เศรษฐกิจและสังคมยังไม่ดีและโอกาสในการจ้างงานและโอกาสทางด้านรายได้ยังด้อยกว่าโอกาสในประเทศไทย และยังต้องการที่จะสะสมทุนทรัพย์และทุนทางความรู้เพื่อกลับไปประกอบอาชีพในเมียนมา ประการที่สองคือ การได้รับสวัสดิการทั้งของตนเองและครอบครัวโดยเฉพาะการศึกษาของบุตรหลานทำให้ยังไม่ต้องการที่จะย้ายถิ่นฐานกลับ
