Organizational Capacity and Success of Local Innovation: A Case Study of Water Management of Khuangpao Subdistrict Administrative Organization, Jomthong District, Chiang Mai Province

Abstract

This research aims to assess the organizational capacity of Khuangpao Subdistrict Administrative Organization (Khuangpao SAO) and analyze the origins of robust characteristics leading to the success in water management of Khuangpao SAO. The researcher utilizes the Public Organizational Capacity Assessment framework for evaluating such capacity. This study conducts the mixed-method sequential explanatory research design with data gathered from sampling groups involved in water management. The quantitative results illustrate that, first, Khuangpao SAO possesses the organizational strength in ways of innovation and growth. Second, the organizational culture of Khuangpao SAO is too rigid but efficient. Finally, many characteristics of the Chief Executive of Khuangpao SAO are congruous with those that are possessed by the wise leader. The qualitative findings also depict the origins and correlations among the capacities. However, the high formalization of organizational culture would affect the turn-over of unaccustomed officers. This situation, in the long run, might lead to the problems of retention, succession plan, and performance. This study suggests that not only is the Chief Executive of Khuangpao SAO the change agent coping with the imbalance, but also the organization would develop precise staff development planning.
