ความไม่มั่นคงภายใต้นโยบายการส่งเสริมความมั่นคงภายในปากีสถานระหว่าง ค.ศ. 2015-2017: กรณีศึกษาโครงการแถบเศรษฐกิจจีนกับปากีสถาน

บทคัดย่อ
ปากีสถานประสบกับปัญหาความมั่นคงภายในประเทศจำนวนมาก ซึ่งทุกรัฐบาลพยายามจัดการกับปัญหาความมั่นคงมาโดยตลอดแต่ก็ไม่สามารถจัดการได้อย่างมีประสิทธิภาพส่งผลให้ปัญหายังคงยืดเยื้อ ใน ค.ศ. 2015 ปากีสถานพยายามส่งเสริมความมั่นคงโดยการร่วมมือกับจีนสร้างแถบเศรษฐกิจจีนกับปากีสถาน (China-Pakistan Economic Corridor: CPEC) เพื่อส่งเสริมความมั่นคงภายในประเทศอย่างกว้างขวาง แต่ปากีสถานกลับต้องเผชิญกับการต่อต้าน CPEC จนก่อให้เกิดความไม่มั่นคงภายในประเทศมากยิ่งขึ้น จึงเกิดคำถามสำคัญว่า ทำไมความพยายามในการส่งเสริมความมั่นคงของปากีสถานกลับนำไปสู่การเกิดความไม่มั่นคงภายในปากีสถาน ซึ่งจากการศึกษาเชิงคุณภาพโดยการวิเคราะห์เอกสารของทางการปากีสถานและจีนรวมทั้งหนังสือและบทความวิชาการเมื่อนำมาวิเคราะห์ผ่านกรอบแนวคิดภาวะย้อนแย้งทางความไม่มั่นคง (Insecurity Dilemma) พบว่ากลุ่มชาวบาลูช (Baloch) รู้สึกไม่มั่นคงจากนโยบายส่งเสริมความมั่นคงของรัฐบาลจึงต่อต้านเพื่อเพิ่มความมั่นคงให้กับกลุ่มตนแต่กลับก่อให้เกิดความไม่มั่นคง และปากีสถานในฐานะรัฐอ่อนแอทำให้ไม่มีขีดความสามารถในการจัดการกับความไม่มั่นคง จึงนำไปสู่การเกิดความไม่มั่นคงภายในปากีสถานมากขึ้น
