Abstract

Land readjustment for area development is a crucial mechanism for urban infrastructure development, offering an alternative to land expropriation. The Land Readjustment Bureau under the Department of Public Works and Town & Country Planning has designated reserved land as the primary source of revenue to contribute to the expenses of land readjustment projects. However, the pricing of reserved land often lacks empirical evidence to systematically explain the determinants of land value at the individual plot level. This article is aimed to analyze the factors influencing the actual transaction prices of reserved land in land readjustment projects in Thailand, employing the Hedonic Price Model. The study drew on transaction data (as of March 2026) from 37 reserved land plots across 10 projects in 10 provinces. The results indicate that the model can explain 32.6 percent of the variation in land prices (Adjusted R² = 0.326), with a statististical significance level of 0.001. The findings reveal that road frontage width, location within development-supportive zoning, and local market potential are the influential determinants of reserved land transaction prices. The model accuracy assessment further shows that the predicted prices differ from actual transaction prices by an average of approximately 967–1,238 THB per square meter, which is considered an acceptable and reliable level of accuracy for high-value and inherently volatile assets such as land. These results suggest that land value is not driven solely by physical characteristics, but rather by a combination of infrastructure accessibility, planning regulations, and prevailing market conditions. The study highlights that these insights can strengthen financial management practices and enhance the effectiveness of land readjustment projects in the future.
