Abstract

The development of LEED-certified buildings has increased in Thailand; however, certified public-sector projects remain limited and face implementation conditions that differ from those of private-sector projects, particularly in procurement procedures. Previous studies in Thailand have provided limited explanations of project management processes specific to public-sector LEED projects. This study aimed to examine the management process of a public-sector construction project seeking LEED certification, to identify differences between public- and private-sector implementation, and to propose recommendations for improving public-sector project delivery. A qualitative single-case study approach was employed, based on project documents and interviews with key stakeholders.

The findings showed that, during project initiation stage, the public agency established policies, certification targets, and budget plans for LEED NC 2009, selected the Split Review pathway, and incorporated LEED requirements into the terms of reference for all contracted work packages. During design process, the project team prepared the Owner’s Project Requirements and Basis of Design, designed the project in accordance with the selected credits, and submitted documentation for design review. During construction and handover process, the contractor implemented LEED requirements related to waste management, material use, building-system testing and adjustment, and prepared documentation for construction review. Although the process had some similarities to that of private-sector projects, the public-sector project faced greater constraints under public procurement regulations.

Therefore, it is recommended that public-sector LEED projects adopt procurement arrangements that support early collaboration such as involving the LEED consultant and Commissioning Authority in the design stage, clearly defining LEED responsibilities in the terms of reference including post-occupancy obligations, and planning material approvals in advance.
