The purpose of this study was to develop and compare learners' community learning on analyzing community – based evidence of degradation water quality tools of Li River, Lumphun province. 44 stakeholders living in the area of Li watershed, Lumphun province were selected as samples. The tools consist follow the 1) community learning on analyzing community – based evidence of degradation water quality tools 2) the examination in learning. The thematic analysis, content analysis, E1/ E2 according to the set criteria of 80 /80 and paired t-test were employed. The results showed that the score of stakeholders knowledge post-learning and the score of pre-learning activities were 80.56 / 84.25. The efficiency gained in each activity was specified at 80.00 / 80.00 percent (E1 / E2). Base on the comparison of community health analysis tools activities, the post-learning achievement score was significantly higher than the pre-learning score (p = .002). Stakeholders suggested that building learning activities on water quality analysis and strengthening knowledge and disease surveillance regarding wastewater quality.
