นโยบายและการปฏิบัติด้านการศึกษาขั้นพื้นฐานเพื่อพัฒนาสู่ประชาคมอาเซียน

บทคัดย่อ

การวิจัยนี้ใช้ระเบียบวิธีวิจัยแบบผสมผสาน (Mixed  Methodology )โดยมีวัตถุประสงค์ของการวิจัย 1) เพื่อทราบนโยบายด้านการศึกษาขั้นพื้นฐานเพื่อพัฒนาสู่ประชาคมอาเซียนของประเทศสมาชิกอาเซียน 2) เพื่อทราบองค์ประกอบของนโยบายและการปฏิบัติด้านการศึกษาขั้นพื้นฐานเพื่อพัฒนาสู่ประชาคมอาเซียน 3) เพื่อทราบรูปแบบนโยบายและการปฏิบัติด้านการศึกษาขั้นพื้นฐานเพื่อพัฒนาสู่ประชาคมอาเซียน ผลการวิจัยพบว่า  1.นโยบายด้านการศึกษาขั้นพื้นฐานเพื่อพัฒนาสู่ประชาคมอาเซียนของประเทศสมาชิกอาเซียนมีทั้งหมด  17 นโยบาย  2.องค์ประกอบนโยบายและการปฏิบัติด้านการศึกษาขั้นพื้นฐานเพื่อพัฒนาสู่ประชาคมอาเซียนประกอบด้วย 6 องค์ประกอบ คือ 1)การนำนโยบายสู่การปฏิบัติ 2) การบริหารจัดการ 3) คุณภาพของผู้เรียน 4) เทคโนโลยีสารสนเทศ 5) การพัฒนาศักยภาพบุคลากรและ 6) การมีส่วนร่วม 3. รูปแบบนโยบายและการปฏิบัติด้านการศึกษาขั้นพื้นฐานเพื่อพัฒนาสู่ประชาคมอาเซียน เป็นพหุองค์ประกอบที่มีความสัมพันธ์กันมีความเหมาะสม  มีความเป็นไปได้  มีความเป็นประโยชน์และมีความถูกต้องครอบคลุมสอดคล้องกับทฤษฎี หลักการและแนวคิดตามกรอบการวิจัย

This research was used  mixed  methodology. The purposes of this research were; 1) to study                  the basic educational policy for development in ASEAN community of ASEAN member countries,               2) to study the components of the policy and practice of the basic education for development in ASEAN 

community, 3) to study a model of policies and practices for development of the basic education in ASEAN community. The research findings of this research were as follows :1. The policy of the basic education in ASEAN community of ASEAN member countries was all 17 policies. 2. The component of policy and practice to develop the basic education to ASEAN community  consisted                 6  components : 1) policy implementation 2) management 3) the quality of the students 4) information technology 5) the personnel potential development and6) participation. 3. The model of policies and practices for development of the basic education to ASEAN  community  was  multi component which appropriated, possible ,useful and accurated coveraged in accordance with the conceptual frameworks and theories.
