การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความต้องการจำเป็นในการดำเนินงานระบบดูแลช่วยเหลือนักเรียน 2) สร้างกลยุทธ์การดำเนินงานระบบดูแลช่วยเหลือนักเรียน และ 3) ประเมินกลยุทธ์การดำเนินงานระบบดูแลช่วยเหลือนักเรียน ดำเนินการ 3 ระยะ ดังนี้ ระยะที่ 1 ศึกษาความต้องการจำเป็นในการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยสอบถามความคิดเห็นจากกลุ่มเป้าหมาย ได้แก่ ผู้บริหารสถานศึกษา ครู และบุคลากรทางการศึกษาในโรงเรียนจำนวน 24 คนซึ่งได้จากการเลือกแบบเจาะจง เครื่องมือที่ใช้คือแบบสอบถาม สถิติที่ใช้คือค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 สร้างกลยุทธ์การดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยการยกร่างกลยุทธ์และสัมภาษณ์เชิงลึกผู้เชี่ยวชาญ จำนวน 9 คน โดยใช้แบบสัมภาษณ์ และระยะที่ 3 ประเมิน กลยุทธ์การดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยเก็บข้อมูลจากกลุ่มเป้าหมาย ได้แก่ ผู้บริหารสถานศึกษาครู และบุคลากรทางการศึกษาในโรงเรียนจำนวน 24 คน เครื่องมือที่ใช้ ได้แก่ แบบประเมินความเหมาะสมและความเป็นไปได้ สถิติที่ใช้ ได้แก่ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า 1) ความต้องการจำเป็นในการดำเนินงานระบบดูแลช่วยเหลือนักเรียนโดยภาพรวมเท่ากับ 0.65 (PNIModified = 0.65) เรียงตามค่าเฉลี่ยความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการป้องกันและแก้ไขปัญหา ด้านการส่งเสริมและพัฒนานักเรียน ด้านการคัดกรองนักเรียน ด้านการรู้จักนักเรียนเป็นรายบุคคล และด้านการส่งต่อตามลำดับ 2) กลยุทธ์การดำเนินงานระบบดูแลช่วยเหลือนักเรียนประกอบด้วย 6 กลยุทธ์ 22 โครงการ/กิจกรรรมและ 31 ตัวชี้วัดความสำเร็จและ 3) กลยุทธ์การดำเนินงานระบบดูแลช่วยเหลือนักเรียนมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
