การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิภาพในการปฏิบัติงานของเจ้าหน้าที่ตำรวจจราจรในสถานีตำรวจภูธรจังหวัดนครปฐม 2) เปรียบเทียบประสิทธิภาพในการปฏิบัติงานของเจ้าหน้าที่ตำรวจจราจรในสถานีตำรวจภูธรจังหวัดนครปฐม จำแนกตามสถานภาพส่วนบุคคลของเจ้าหน้าที่ตำรวจและประชาชน และ 3) เสนอแนะในการเพิ่มประสิทธิภาพในการปฏิบัติงานของเจ้าหน้าที่ตำรวจจราจรในสถานีตำรวจภูธรจังหวัดนครปฐม ประชากรที่ใช้ในการวิจัยครั้งนี้แบ่งออกเป็น 2 กลุ่ม กลุ่มที่หนึ่ง ได้แก่ เจ้าหน้าที่ตำรวจในสถานีตำรวจจังหวัดนครปฐม จำนวน 1,545 คน กลุ่มที่สองได้แก่ ประชาชนผู้รับบริการที่มีภูมิลำเนาอยู่ในพื้นที่รับผิดชอบของสถานีตำรวจภูธรจังหวัดนครปฐม รวมทั้งสิ้นจำนวน 851,426 คน ส่วนกลุ่มตัวอย่างได้จากการสุ่มแบบแบ่งชั้น จากทั้งหมด 8 อำเภอ กำหนดขนาดโดยใช้วิธีการเปิดตารางของ เครจซี่และมอร์แกน ที่ระดับความเชื่อมั่น 95% ได้เจ้าหน้าที่ตำรวจในสถานีตำรวจภูธรจังหวัดนครปฐม จำนวน 298 คน และประชาชนที่มีอายุ 18 ขึ้นไปที่มีภูมิลำเนาอยู่ในจังหวัดนครปฐมและมาใช้บริการที่สถานีตำรวจ จำนวน 384 คน เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถามที่ผู้วิจัยสร้างขึ้นทำการเก็บรวบรวมข้อมูลในเดือนกันยายน พ.ศ. 2553 จากนั้นจึงทำการวิเคราะห์ข้อมูลใช้การหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์เนื้อหา

ผลจากการศึกษาพบว่า

1. ประสิทธิภาพในการปฏิบัติงานของเจ้าหน้าที่ตำรวจจราจรในสถานีตำรวจภูธรจังหวัดนครปฐมที่ระบุโดยเจ้าหน้าที่ตำรวจในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน เรียงตามลำดับคือ ด้านทรัพยากร ด้านกระบวนการบริหาร ด้านคุณภาพงาน และด้านการมีส่วนร่วม ส่วนประสิทธิภาพในการปฏิบัติงานของเจ้าหน้าที่ตำรวจจราจรในสถานีตำรวจภูธรจังหวัดนครปฐมที่ระบุโดยประชาชน พบว่า ในภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับปานกลางทุกด้าน เรียงตามลำดับคือด้านทรัพยากร ด้านคุณภาพงาน ด้านกระบวนการบริหาร และด้านการมีส่วนร่วม

2. ประสิทธิภาพในการปฏิบัติงานของเจ้าหน้าที่ตำรวจจราจรในสถานีตำรวจภูธรจังหวัดนครปฐม จำแนกตามสถานภาพส่วนบุคคลของเจ้าหน้าที่ตำรวจ พบว่า แตกต่างกันตามตำแหน่ง และระยะเวลาในการปฏิบัติงาน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และเมื่อเปรียบเทียบตามระดับการศึกษาและสายงานที่รับผิดชอบพบว่า ไม่แตกต่างกัน ประสิทธิภาพในการปฏิบัติงานของเจ้าหน้าที่ตำรวจจราจรในสถานีตำรวจภูธร จังหวัดนครปฐม จำแนกตามสถานภาพส่วนบุคคลของประชาชน พบว่า แตกต่างกันตามระดับการศึกษาอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และเมื่อเปรียบเทียบตามเพศ อายุ และอาชีพพบว่า ไม่แตกต่างกัน

3. เสนอแนะในการเพิ่มประสิทธิภาพในการปฏิบัติงานของเจ้าหน้าที่ตำรวจจราจรในสถานีตำรวจภูธรจังหวัดนครปฐมคือ การเพิ่มกำลังพล การเสนอเพิ่มงบประมาณเพื่อเพิ่มขวัญกำลังใจ การสร้างความสมานฉันท์ และเพิ่มเทคโนโลยีที่มีประสิทธิภาพและทันสมัยอย่างเร่งด่วน

Abstract

The objectives of this research were to: 1) study performance efficiency of the traffic police of the police stations in Nakhon Pathom province; 2) compare the performance efficiency of the traffic police of the police stations in Nakhon Pathom province, regarding personal status of the police and people in Nakhon Pathom province, and; 3) examine the suggestions for increasing the performance efficiency of the traffic police of the police stations in Nakhon Pathom province. The populations were divided into two groups: the 1,545 police working in the police stations, the 851,426 people who registered and received services in the responsible area of the police stations. The samples were selected from stratified random sampling from 12 Ampurs, determined sample size by the Krejcie’s and Morgan’s table at the 95% of reliability, so there were 298 police working in the police stations and 384 people, over 18 years old, in Nakhon Pathom province. The instrument was a constructed questionnaire. The employed statistics were frequency, percentage, mean, standard deviation, t-test, analysis of variance, and content analysis.

The results were as follows:

1. The performance efficiency of the traffic police of the police stations in Nakhon Pathom province identified by the police, in over all, was at a high level. When each aspect was individually considered, the findings showed all the aspects were at high levels as well. The priority of the individual aspects was resources, administrative processes, job quality, and participation,

respectively. On the other hand, the performance efficiency of the traffic police identified by the people, in over all, was at a moderate level. When each aspect was individually considered, the findings showed that all the aspects were at moderate levels as well. The priority of the aspects was resources, job quality, administrative process and participation, respectively.

2. The performance efficiency of the traffic police of the police stations in Nakhon Pathom province, regarding the police’s different position and duration of the job operation, was statistically significant difference at the level of .05. However, the comparison between educational level and job responsibility with the performance efficiency of the traffic police was not significantly different. Moreover, the performance efficiency of the traffic police of the police stations in Nakhon Pathom province, identified by the people of different educational level, was statistically significant difference at the level of .05; whereas, different gender, age, and career, were not significantly different.

3. The suggestions for increasing the performance efficiency of the traffic police of the police stations in Nakhon Pathom province were increasing number of staff and budgets to provide higher morale; building unity, and; urgent increase of efficient and modern technology.
