การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาและเปรียบเทียบการบริหารงานลูกเสือในสถานศึกษาสังกัดเทศบาลในเขตจังหวัดราชบุรี ด้านการวางแผน การจัดองค์กร การจัดบุคลากร การอำนวยการ และการควบคุม ตลอดจนปัญหาและความต้องการในการบริหารงานลูกเสือ ตามความคิดเห็นของผู้บังคับบัญชาลูกเสือในสถานศึกษาสังกัดเทศบาลในเขตจังหวัดราชบุรี กลุ่มตัวอย่างที่ใช้ในการวิจัย เป็นสถานศึกษาสังกัดเทศบาลในจังหวัดราชบุรีจำนวน 3 เทศบาล ผู้ให้ข้อมูลคือผู้บริหาร และพนักงานครูเทศบาลที่ปฏิบัติการสอนในสถานศึกษาสังกัดเทศบาลในเขตจังหวัดราชบุรี จำนวนทั้งสิ้น 235 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามและการประชุมสนทนากลุ่ม สถิติที่ใช้ในการวิจัยได้แก่ค่าความถี่ (f) ค่าร้อยละ (%) ค่าเฉลี่ย () ส่วนเบี่ยงเบนมาตรฐาน (S.D.) การวิเคราะห์ความแปรปรวน การทดสอบความแตกต่างเป็นรายคู่ด้วยวิธีการของเชฟเฟ และการวิเคราะห์เนื้อหา ข้อมูลที่ได้จากการสนทนากลุ่ม ผลการวิจัยพบว่า

1. การบริหารงานลูกเสือในสถานศึกษาสังกัดเทศบาลในภาพรวมอยู่ในระดับปานกลาง ในด้านการจัดบุคลากร ด้านการจัดองค์กรอยู่ในระดับมาก ด้านการวางแผน ด้านการอำนวยการ และด้านการควบคุม อยู่ในระดับปานกลาง

2. สถานศึกษาที่สังกัดเทศบาลต่างกัน มีการบริหารงานลูกเสือในสถานศึกษาด้านการวางแผน ด้านการจัดองค์กร และด้านการจัดบุคลากร แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3. ผู้บังคับบัญชาลูกเสือที่มีตำแหน่งต่างกัน มีความคิดเห็นต่อการบริหารงานลูกเสือ ในสถานศึกษาด้านการจัดองค์กร และด้านการจัดบุคลากร แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

4. ผู้บังคับบัญชาลูกเสือที่มีวุฒิต่างกันมีความคิดเห็นต่อการบริหารงานลูกเสือในสถานศึกษาทุกด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

Abstract

This thesis aimed to 1) study and compare opinions of chief scout executives about scout management in schools under the Municipal Authorities, Ratchaburi province in achieving 5 missions: planning, organizing, personnel administering, directing and controlling, and 2) study problems and needs in managing scout activities of municipal schools. The sample in this study consisted of three municipal authorities in Ratchaburi and 235 school administrators and municipal teachers in Ratchaburi. A questionnaire and a focus group discussion were employed to gather data. The data were analyzed by frequency (f), percentage (%), mean (), and standard deviation (S.D.) and One Way Analysis of Variance (ANOVA) Scheffe’s test was employed to compare each pair of variables to find the significant differences and content analysis was used for the data analysis. The results revealed that:

1. The level of the scout management in schools under the Municipal Authorities was at the high level for personnel administering and organizing. However, the level of the scout management was moderate for three missions: planning, directing and controlling.

2. The schools from the different Municipal Authorities managed the scout activities for the missions of planning,organizing and personnel administering differently at the significance level of 0.05.

3. The level of opinions of chief scout executives of different scout ranks and the missions of organizing and personnel administering was different at the significance level of 0.05.

4. The level of opinions of chief scout executives of different scout educational backgrounds in all five missions was different at the significance level of 0.05.
