Left Behind Families of Migrant Workers: Social Protection for the Poor and Vulnerable in Ou Chrov District, Cambodia

This paper explains the social protection system and left behind families of migrant workers for both the poor and vulnerable groups in Cambodia. We considered the framework of Social Risk Management (SRM) and Social Protection Floors (SPF) for
the role of the Royal Government of Cambodia developed the national social protection strategy and policy. The purpose of this paper is to present an overview of collected data from 6 case studies and 12 key informants in Ou Chrov District.
The findings from the field reflected four main issues as follows: ( 1) the major approach of government is the support social assistance in the rural area; (2) the scope of social assistance for the poor and vulnerable groups are educational opportunities, health care, and access to microfinance. In contrast, all levels of government didn’t provide food, skill development, and job creation in a community; (3) the people didn’ t aware of national social protection strategy because lack of publicity; and (4) migration became social and cultural norm in the community, but the left behind people ignored to this problem because of employment opportunities and the remittances sent back to the families.
