บทคัดย่อ
บทความนี้อธิบายระบบการคุ้มครองทางสังคมและครอบครัวที่อยู่ข้างหลังของแรงงานย้ายถิ่นในกัมพูชา ทั้งที่เป็นกลุ่มคนจนและคนเปราะบาง โดยพิจารณาจากกรอบการจัดการความเสี่ยงทางสังคมและฐานการคุ้มครองทางสังคมต่อบทบาทของรัฐบาลกัมพูชาสําหรับการพัฒนายุทธศาสตร์และนโยบายการ
คุ้มครองทางสังคมแห่งชาติทั้งนี้วัตถุประสงค์ของบทความคือเพื่อเสนอภาพรวมของข้อมูลที่เก็บจาก 6 กรณีศึกษาและผู้ให้ข้อมูลเพิ่มเติม 12 คน ในเขต Ou Chrov ทั้งนี้จากข้อมูลที่พบในพื้นที่การวิจัยมีสี่ประเด็นหลัก คือ (1) แนวทางหลักของรัฐบาลคือการสนับสนุนความช่วยเหลือทางสังคมในเขตชนบท (2)
ขอบเขตของความช่วยเหลือทางสังคมคือ คนจนและกลุ่มคนเปราะบาง อาทิ โอกาสทางการศึกษา การรักษาพยาบาล และการเข้าถึงแหล่งเงินทุนขนาดย่อม แต่รัฐบาลและส่วนการปกครองทุกระดับไม่จัดเตรียมสวัสดิการอาหารเพื่อบริโภค การพัฒนาทักษะอาชีพ และการสร้างงานในชุมชน (3) ประชาชนไม่ทราบ
เกี่ยวกับยุทธศาสตร์การคุ้มครองทางสังคมแห่งชาติ เนื่องจากขาดการประชาสัมพันธ์โดยรัฐบาล (4) การย้ายถิ่นกลายเป็นแบบแผนทางสังคมและวัฒนธรรมในชุมชน แต่ผู้ที่อยู่ข้างหลังเพิกเฉยปัญหานี้และเห็นว่าเป็นโอกาสใหม่ของการมีงานทําและส่งเงินกลับให้ครอบครัว
