Social Protection: The Thai Government Measure in Responding to the COVID-19 Crisis

Abstract

The purposes of this article are (1) to study the concept of social protection of the International Labour Organization (ILO); and (2) to apply the framework of social protection for studying measures of government in responding to the COVID-19 crisis. The method is document analysis.  The finding is that social protection has the historical context and important events which are factors of paradigm shifts, particularly the new paradigm focuses on universal social protection. The ILO and the World Bank work together to support universal social protection systems and provided three instruments, such as social assistance, social insurance, and labor market programs. It can be implemented in the mechanism of prevention, reduction, and coping for managing social risks. The study focuses on the measure of the Thai Government from March to April 2020. Recommendations are as followings: (1) the government should have the social protection measure in long-term for formulating a prevention approach in normal time, and approaches of mitigation and coping in crisis time; (2) formulation the national social protection strategy based on life cycle approach in the people of all ages, which is support policies and programmes of public sector organizations; and (3) participation of the sector of labour and civil society in the form of social dialogue, especially building social partners for deliberation and collaboration with the government.
