การคุ้มครองทางสังคม: มาตรการของรัฐบาลไทยในการสนองตอบวิกฤติการณ์โควิด-19

บทคัดย่อ
บทความนี้มีวัตถุประสงค์ (1) ศึกษาแนวคิดการคุ้มครองทางสังคมขององค์การแรงงานระหว่างประเทศ (2) ใช้กรอบแนวคิดการคุ้มครองทางสังคมเพื่อศึกษามาตรการของรัฐบาลในการบรรเทาความเดือดร้อนของในช่วงวิกฤติการณ์โควิด-19 วิธีการศึกษาใช้การวิเคราะห์เอกสารและมีข้อค้นพบว่า แนวคิดการคุ้มครองทางสังคมมีบริบททางประวัติศาสตร์และเหตุการณ์สำคัญเป็นปัจจัยของการก้าวข้ามแต่ละกระบวนทัศน์ โดยเฉพาะกระบวนทัศน์ใหม่ที่เน้นเรื่องของการคุ้มครองทางสังคมถ้วนหน้าโดยการสนับสนุนจากองค์การแรงงานระหว่างประเทศและธนาคารโลก ซึ่งจัดเตรียมสามเครื่องมือ ได้แก่ การช่วยเหลือทางสังคม การประกันสังคม และแผนงานตลาดแรงงาน โดยสามารถนำไปใช้ได้ในกลไกการจัดการเชิงป้องกัน บรรเทา และรับมือสำหรับการจัดการความเสี่ยงทางสังคม การศึกษาเน้นที่มาตรการของรัฐบาลไทยในช่วงเวลาระหว่างเดือนมีนาคม-เมษายน 2563 และข้อเสนอคือ (1) รัฐบาลควรมีมาตรการคุ้มครองทางสังคมในระยะยาว เพื่อกำหนดแนวทางป้องกันในยามปกติ และมีแนวทางบรรเทาและรับมือในยามวิกฤติ (2) การจัดทำยุทธศาสตร์การคุ้มครองทางสังคมระดับชาติ โดยตั้งอยู่บนวงจรชีวิตในกลุ่มคนทุกช่วงวัย เพื่อรองรับนโยบายและแผนงานของหน่วยงานภาครัฐต่าง ๆ และ (3) การมีส่วนร่วมของภาคส่วนแรงงานและประชาสังคมในรูปแบบของเวทีเสวนาทางสังคม โดยเฉพาะสร้างหุ้นส่วนทางสังคมเพื่อปรึกษาหารือและทำงานประสานความร่วมมือกับรัฐบาล
