Pandemic Crisis and Challenges of Migrant Worker Management in Thai Society: Case Study of the COVID-19Epidemic, Samut Sakhon Province

Abstract

“kud douy pak tak douy ta” Thai’s idiom that explains the feeling of a migrant worker or labor in Samut Sakhon Province and many other provinces in Thailand. This idiom currently uses in the breakout situation as COVID-19 in Thailand due to the increasing number of infected patients that resulted from the migration of Burmese. This research paper was studied from March 18, 2020, to December 31, 2020. The author aims to study the management of migrant workers in the breakout of the COVID-19 crisis in Samut Sakhon province by Documentary Research and adhering to the disaster management guideline according to the cycle of crisis management, during an accident, and after the accident. However, this paper will mainly focus before the accident on the preparation and the reduction, the response and recovery. This paper use content analysis and fort’s analytical thinking system in the complex adaptive system (CAS) in analyzing data which includes Organizational Flexibility, Technical Infrastructure, (Cultural Openness).
This study found that the key to success in COVID-19 control is all sector involving in the formulation of incident respond plan including the enhance of effective collaboration mechanism.
