Abstract

From 1950 to the present, the old policy analysis has been argued in terms of its fixed, ambiguous, hard-to-defined model. Moreover, analysis has been oriented on the policy analyst which has been its weakness for over seven decades. Policymakers are looking for an analysis development approach and solutions for fixing the weakness of old policy analysis. The main objective is the implementation of policy analysis as the key instrument for the country's development of government. This study starts from applying the new techniques and testing the variety of added policy analysis methods. The change from old policy analysis to new policy analysis. This article is the study of policy analysis starting from identifying the understanding of policy analysis, presenting the new policy analysis design (20th Century) , and case studies of policy analysis. The study found old policy analysis as a fixed, ambiguous and hard-to-defined model, which has been transformed to be a clear model. Likewise, old policy analysis is constantly being challenged by new policy analysis including case studies of policy analysis which is reflected in the perspectives of new policy analysis design.
